Job Overview:
The Programme Policy Officer (Social Protection) will play a crucial role in supporting the implementation of social protection initiatives within the Ministry of Social Solidarity and Inclusion (MSSI) in East Timor. This position involves working closely with ministry staff to provide technical and operational support, ensuring that project activities align with national priorities. The officer will be embedded within the MSSI, facilitating collaboration between WFP, the Asian Development Bank (ADB), and other partners. Key functions include planning and executing social protection activities, developing operational manuals, and monitoring project milestones. The officer will also be responsible for liaising with various stakeholders, organizing meetings, and ensuring effective communication and information sharing among partners. This role is vital for enhancing the capacity of MSSI staff and ensuring the successful delivery of social protection programs that address poverty and vulnerability in the region.

Duties and Responsibilities:
The Programme Policy Officer will have a comprehensive set of responsibilities, including: serving as an embedded technical resource within the MSSI, providing daily support to ministry staff; ensuring effective implementation of project activities; assisting in the planning and execution of social protection initiatives; preparing operational manuals and guidelines; acting as the primary liaison between MSSI and WFP; coordinating meetings and workshops; developing and tracking project work plans; preparing progress reports and technical briefs; monitoring project milestones and addressing implementation challenges; contributing to the design of monitoring and evaluation frameworks; facilitating knowledge transfer and capacity building; supporting translation and interpretation of project documents; and ensuring timely information sharing among stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in Social Sciences, Public Administration, International Development, Nutrition/Health, or a related field. Alternatively, a first university degree with additional relevant work experience and training may be acceptable. The role requires fluency in Tetum and English, with proficiency in Portuguese considered an asset. Candidates should demonstrate strong written and verbal communication skills, a good understanding of social protection policies, and the ability to engage effectively with government institutions and development partners. Proficiency in MS Office applications is also required.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Social Sciences, Public Administration, International Development, or Nutrition/Health. A first university degree may be acceptable if accompanied by significant related work experience and additional training. This educational foundation is essential for understanding the complexities of social protection and development assistance.

Experience:
The position requires a minimum of five years of progressively responsible work experience after obtaining a first university degree, with at least one year at the postgraduate professional level. Candidates should have experience working with government institutions, international organizations, or development partners in roles related to project management, coordination, or capacity building. Proven experience in engaging with government institutions, particularly in social protection contexts, is essential. Additionally, candidates should have experience in facilitating multi-stakeholder coordination and managing projects effectively.

Languages:
Fluency in Tetum and English is mandatory for this position, as effective communication is crucial for collaboration with local stakeholders and partners. Proficiency in Portuguese is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and facilitate communication across different language groups.
