Job Overview: The Finance & Budget Officer is responsible for overseeing the preparation, analysis, and finalization of the programme plan and its revisions based on departmental submissions. This role involves providing substantive support to intergovernmental and expert bodies in their review of the programme plan, ensuring that legislative mandates are accurately translated into program budgets. The officer will also be involved in budget preparation, administration, and monitoring, ensuring compliance with the programme plan and legislative mandates. The position requires a strong understanding of financial and budgetary principles, as well as the ability to develop new strategies and technical approaches to budgetary matters. The officer will work closely with various departments and offices, providing detailed input for budget submissions and ensuring that expenditures remain within authorized levels.
Duties and Responsibilities: The Finance & Budget Officer will undertake a variety of duties, including reviewing and finalizing cost estimates and budget proposals, managing budget implementation, and monitoring expenditures. The officer will issue appropriations and allotments, authorize sub-allotments, and manage extra-budgetary resources. Responsibilities also include preparing budget performance submissions, drafting reports for intergovernmental bodies, and ensuring compliance with financial regulations and rules. The officer will liaise with Member States regarding outstanding contributions and draft official documentation related to contributions statements. Additionally, the officer may be required to supervise the work of the Unit/Section assigned and perform other related duties as necessary.
Required Qualifications: Candidates must possess a strong knowledge of financial and budgetary principles and practices, as well as experience in budget development and financial administration. The ability to formulate new strategies and technical approaches to budgetary matters is essential. Familiarity with UN Financial Regulations and Rules is highly desirable. Candidates should demonstrate professionalism, planning and organizing skills, and a client-oriented approach in their work. The role requires a commitment to gender perspectives and ensuring equal participation of women and men in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in administration, business, finance, or a related field is required. Candidates should have experience with revenue-generating activities, preparation and approval of cost plans or budgets, and managing extrabudgetary resources in an ERP system. This level of experience is crucial for effectively handling the responsibilities of the Finance & Budget Officer role.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is considered an advantage and may enhance a candidate's profile.
