Job Overview:
As the Deputy Head of Mission, you will play a crucial role in supporting the Head of Mission in the development and execution of OSCE policies, programs, and operations. This position requires a deep understanding of the political landscape in Bosnia and Herzegovina, as well as the ability to engage with various stakeholders, including government officials, civil society, and international organizations. You will be responsible for overseeing the implementation of the Mission's plans and programs, ensuring alignment with the overall objectives of the OSCE. Your role will also involve representing the Head of Mission at high-level international gatherings and coordinating with other international organizations to enhance the effectiveness of the Mission's efforts. This position demands strong leadership, strategic planning, and excellent communication skills to foster effective relationships and advocate for the Mission's goals.

Duties and Responsibilities:
In your capacity as Deputy Head of Mission, you will oversee and coordinate the implementation of the Mission's plans, policies, and programs. You will supervise assigned Programme Managers and provide guidance on mandate implementation. Your responsibilities will include advising the Head of Mission on programmatic, management, administrative, and policy matters, as well as supporting strategic planning and development efforts. You will maintain regular communication with international stakeholders and governmental representatives, fostering effective relationships to support the Mission's objectives. Additionally, you will assist in advocacy, visibility, and resource mobilization efforts, and serve as Officer-in-Charge in the absence of the Head of Mission. Other duties may be assigned as necessary to ensure the smooth operation of the Mission.

Required Qualifications:
Candidates must possess a second-level university degree in political sciences, public or law" style="border-bottom: 1px dotted #007bff !important;">international law, international relations, or a related field. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted. Furthermore, a minimum of 10 years of relevant, diversified, and progressively responsible professional experience is required, including at least 5 years at the management level relevant to the position. Candidates should demonstrate proven management, mentoring, and interpersonal skills, with the ability to build effective working relationships across diverse cultural and political backgrounds. Knowledge of the OSCE principles and commitments is also essential.

Educational Background:
The educational background required for this position includes a second-level university degree in political sciences, public or international law, international relations, or a related field. In cases where candidates hold a first-level university degree, they must have two additional years of qualifying experience to be considered equivalent to the second-level degree. This educational foundation is critical for understanding the complexities of international relations and the political landscape in which the OSCE operates.

Experience:
The position requires a minimum of 10 years of relevant professional experience, with a focus on diversified and progressively responsible roles. At least 5 years of this experience must be at the management level, demonstrating the ability to lead teams and manage complex programs effectively. Candidates should have a strong background in diplomatic relations, political affairs, and program management, with a proven track record of success in similar roles within international organizations or governmental bodies.

Languages:
Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. Knowledge of local languages or the most common lingua franca spoken in the Mission area is desirable, as it can enhance engagement with local stakeholders and facilitate effective communication within the region.

Additional Notes:
This position is classified as a senior management role within the OSCE Mission to Bosnia and Herzegovina, with a contract type of international secondment. The maximum period of service in this post or in the same Mission is seven years, reflecting the OSCE's commitment to staff rotation. The position is full-time, and candidates should be aware that OSCE appointments are subject to medical clearance.
