Job Overview: As a Senior Financing Partnerships Officer at ADB, you will play a crucial role in the Partner Funds Division within the Climate Change and Sustainable Development Department. This position involves overseeing the implementation of IT projects, ensuring the accuracy of sovereign cofinancing data, and managing external funds effectively. You will be responsible for leading the preparation of knowledge products and communication materials, as well as facilitating the design and implementation of new IT systems for managing external funds. Your role will require collaboration with various departments to ensure timely updates and accuracy of information in cofinancing systems. You will also be expected to support junior team members and contribute to the overall success of the division's initiatives.
Duties and Responsibilities:
Facilitate the design and implementation of a new IT system for effective management of external funds, ensuring data quality and supporting the digitization of business processes.
Review and provide cofinancing inputs to policy documents, guidelines, trust fund concept notes, and establishment papers.
Ensure timely updates and accuracy of information in cofinancing systems and databases, including interfacing with other systems.
Lead the preparation of the Trust Funds section of the ADB Partnerships Report and provide sovereign cofinancing data inputs for corporate reports such as the ADB Annual Report and Statement of Operations.
Prepare financing partnerships knowledge products and communication materials, and update guidelines and documents relevant to cofinancing operations.
Support the CCPF division’s ‘One Stop shop for trust fund’ initiatives as required.
Provide support to International Staff for daily tasks and team issues.
Required Qualifications:
Bachelor’s degree in business administration, accounting, or relevant fields; a Master’s Degree or equivalent is preferred.
At least 8 years of work experience in cofinancing operations from multilateral development banks, bilateral agencies, or international financial institutions, with at least 4 years of supervisory experience.
Working knowledge of trust fund establishment and administration support to project-specific and trust fund operations.
Proven practical experience in preparing financing partnerships and related reports, demonstrating keen attention to detail.
Ability to work collaboratively in a multicultural environment and develop positive professional relationships internally and externally.
Demonstrated ability to work independently and effectively in a team.
Written and verbal proficiency in English is required.
Educational Background: Candidates must possess a Bachelor’s degree in business administration, accounting, or a related field. A Master’s degree or equivalent qualification is preferred, as it provides a deeper understanding of the complexities involved in financing partnerships and cofinancing operations.
Experience: The position requires a minimum of 8 years of relevant work experience, particularly in cofinancing operations within multilateral development banks, bilateral agencies, or international financial institutions. Additionally, candidates should have at least 4 years of supervisory experience, indicating a capacity to lead and manage teams effectively.
Languages: Proficiency in English is mandatory, both written and verbal, as it is the primary language of communication within ADB. Knowledge of additional languages may be considered an asset but is not required for this position.
Additional Notes: This appointment is open to both internal and external applicants. Selected candidates will undergo a one-year probationary period. The position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the candidate's performance.
