Job Overview:
The position involves conducting a comprehensive study on trade facilitation compliance in Senegal, particularly in relation to the African Continental Free Trade Area (AfCFTA). The consultant will be responsible for mapping existing regulatory and institutional measures in Senegal that facilitate trade, diagnosing compliance with AfCFTA frameworks, and evaluating regulatory provisions in line with AfCFTA protocols. The consultant will also propose activities and guidelines to address deficiencies in the national trade facilitation framework and define a corrective action program. This role is crucial for enhancing intra-African trade flows and improving competitiveness through reduced transaction costs and regional integration. The consultant will work remotely for a duration of 90 days, contributing to Senegal's national strategy for implementing AfCFTA, which aims to leverage the African market for economic growth and integration.

Duties and Responsibilities:
The consultant's duties include:
  • Conducting a thorough mapping of Senegal's current trade facilitation measures and regulatory frameworks.
  • Diagnosing the alignment of Senegal's national trade facilitation framework with AfCFTA commitments.
  • Evaluating existing regulatory provisions in relation to AfCFTA protocols, particularly concerning trade facilitation.
  • Proposing actionable activities and guidelines to remedy identified deficiencies in the national framework.
  • Defining a corrective action program that prioritizes key areas for improvement.
  • Collaborating with relevant stakeholders in Senegal to gather data and insights for the study.
  • Preparing detailed analytical reports that summarize findings and recommendations.
  • Ensuring that all work aligns with the broader goals of the AfCFTA and Senegal's national development agenda.

Required Qualifications:
Candidates must possess a minimum of a Master's degree (Bac+5) in economics, law, international trade, or a related field. They should have at least seven years of proven experience in trade policy analysis, including regulatory and institutional frameworks, and project/program management in least developed countries. Experience in formulating trade facilitation strategies and conducting similar missions is essential. Candidates must demonstrate a strong understanding of multilateral trade agreements and protocols, including AfCFTA, WTO, and ECOWAS. Additionally, candidates should have excellent analytical, synthesis, and report writing skills, as well as proficiency in computer applications and economic analysis.

Educational Background:
A Master's degree (Bac+5) in economics, law, international trade, or a relevant equivalent qualification is required for this position. This educational background is crucial for understanding the complexities of trade facilitation and compliance with international agreements.

Experience:
Candidates should have a minimum of seven years of relevant experience in trade policy analysis, regulatory frameworks, and project management, particularly in the context of least developed countries. Proven experience in formulating trade facilitation strategies and conducting similar missions is also required.

Languages:
