Job Overview:
As an Associate Procurement Officer at ADB, you will play a crucial role in supporting the Procurement Division within the Procurement, Portfolio and Financial Management Department. Your primary responsibilities will involve working closely with procurement specialists and sector teams to manage procurement-related activities for ADB-financed projects. This includes engaging with executing and implementing agencies, facilitating procurement processes, and ensuring compliance with ADB's procurement policies. You will be expected to contribute to procurement risk assessments, support technical assistance projects, and assist in the recruitment of consultants. Your expertise will be vital in ensuring that procurement activities align with ADB's guidelines and contribute to the successful implementation of projects across the Pacific region.

Duties and Responsibilities:
Your duties as an Associate Procurement Officer will include:
  • Acting as a regional procurement expert within the Procurement Team, supporting procurement policy work and strengthening procurement systems in the countries served by ADB.
  • Conducting procurement risk assessments and contributing to the processing and administration of technical assistance projects.
  • Participating in project processing and review missions, including strategic procurement planning and contract packaging discussions with executing and implementing agencies.
  • Undertaking transactional reviews of procurement documents, such as bidding documents and bid evaluation reports, and providing recommendations for contract awards.
  • Supporting the preparation of project documentation and ensuring compliance with ADB's procurement guidelines.
  • Monitoring and reporting on procurement activities and collaborating with partners on procurement planning and contract management.
  • Providing advice on compliance with ADB's procurement policies and escalating complex issues as necessary.
  • Supporting procurement capacity development initiatives, including training planning and delivery for various stakeholders.
  • Engaging in market research and outreach events to promote procurement opportunities and gather industry insights. 1
  • Compiling and maintaining procurement metrics to track performance indicators within the assigned portfolio.

Required Qualifications:
To qualify for the Associate Procurement Officer position, candidates must possess:
  • A Bachelor's degree in engineering, law, business administration, or a related field, with advanced training in public procurement or relevant disciplines preferred.
  • A minimum of 5 years of relevant experience in project preparation, processing, and implementation, with substantial experience in procurement and contract management, particularly in infrastructure and consultant recruitment.
  • Familiarity with ADB or similar multilateral development bank's procurement policies, regulations, and guidelines, as well as anti-corruption policies.
  • Strong ability to manage multiple responsibilities with urgency and to conceptualize complex ideas effectively.
  • Excellent collaboration skills and the ability to work as a constructive team member.
  • Proficiency in English, with strong written and verbal communication skills, including report writing.

Educational Background:
Candidates must have a Bachelor's degree in a relevant field such as engineering, law, or business administration. Advanced training in public procurement or related disciplines is preferred, indicating a strong foundation in the principles and practices of procurement management.

Experience:
The position requires at least 5 years of relevant experience in project preparation, processing, and implementation, with a focus on procurement and contract management. Candidates should have substantial experience working with infrastructure projects and consultant recruitment, ideally within the context of multilateral development banks or similar organizations.

Languages:
Proficiency in English is mandatory, as the role requires clear communication in both spoken and written formats. Additional language skills may be beneficial but are not specified as mandatory for this position.

This position is a regional staff role with a local remuneration package, open to nationals and permanent residents residing in Fiji and ADB member countries in the Pacific region.
