Job Overview:
The Regional Cooperation Officer position is situated within the Mongolia Resident Mission of the East Asia Department (EARD) at ADB. The officer will play a crucial role in promoting regional cooperation and integration (RCI) initiatives in Mongolia, aligning these efforts with the country's long-term development goals. The officer will leverage expertise in areas such as trade facilitation, transport, and private sector engagement, while also focusing on Mongolia's involvement in regional organizations. Responsibilities include contributing to country strategy and business plan development, project preparation, administration, and knowledge sharing. The officer will collaborate with various teams within ADB, including the Regional Knowledge Sharing Initiative (RKSI) and the East Asia Forum (EAF), as well as the Central Asia Regional Economic Cooperation Program. This role is pivotal in ensuring that ADB's RCI efforts are effective and impactful in Mongolia.

Duties and Responsibilities:
The duties and responsibilities of the Regional Cooperation Officer include:
  • Preparing inputs for country strategies, assessments, knowledge products, briefings, and talking points related to RCI.
  • Monitoring and evaluating Mongolia's RCI reforms and sharing insights within ADB.
  • Building networks with partners and representing ADB in regional forums such as CAREC and the Greater Tumen Initiative.
  • Reviewing and supporting the monitoring and evaluation of ADB's RCI projects.
  • Developing and supporting RCI-related projects, ensuring their relevance and quality.
  • Administering RCI-related technical assistance and participating in related reviews.
  • Enhancing RCI knowledge through events, publications, and networks, while identifying knowledge gaps and promoting capacity-building opportunities.
  • Communicating insights through media, seminars, and ADB publications.

  • Performing other tasks as assigned by supervisors.

Required Qualifications:
Candidates must possess a Bachelor's degree in economics or a related field, with advanced training preferred. A minimum of 8 years of relevant professional experience in an RCI-related field is required. Candidates should have experience working on RCI issues in Mongolia, demonstrating knowledge of local legislation and practices, as well as government institutional and administrative systems related to RCI. Proficiency in both written and verbal English is mandatory, along with proficiency in the local language as applicable. Familiarity with ADB's Competency Framework for Technical Local Staff Grade 5 is also necessary.

Educational Background:
The educational background required for this position includes a Bachelor's degree in economics or a related field. Advanced training in relevant areas is preferred, indicating a higher level of expertise and knowledge in the field of regional cooperation and integration.

Experience:
The position requires at least 8 years of relevant professional experience in a field related to regional cooperation and integration. This experience should include work specifically related to RCI issues in Mongolia, showcasing a deep understanding of the local context and the ability to navigate the complexities of regional cooperation.

Languages:
Proficiency in English is mandatory for this position, both in written and verbal communication. Additionally, knowledge of the local language is required, which will facilitate effective communication and collaboration within Mongolia's context.

Additional Notes:
This position is open to both internal and external applicants and is classified as a local staff position, meaning it is only available to nationals and permanent residents of Mongolia. The appointment is fixed-term with the possibility of renewal, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on various factors, including the staff's performance and the organizational needs. The position is not convertible to a regular appointment.
