The DOS was established to provide global oversight and stewardship of the Secretariat’s operational support arrangements, ensuring the delivery of globally harmonized, efficient, and responsive support services in alignment with the implementation of the UN's mandates. The Improving Service Delivery Team focuses on enhancing efficiency and service delivery by strengthening operational support architecture, providing cross-cutting support and advice, and coordinating efficiency efforts across various departments. A significant aspect of this role involves supporting the UN80 initiative, which aims to improve service delivery and operational efficiency across the UN system.
Job Overview: The Programme Officer will play a crucial role in the development, implementation, and evaluation of assigned programmes and projects, particularly emphasizing efficiency and improved service delivery through the UN80 initiative. The officer will monitor and analyze programme/project development and implementation, review relevant documents, identify issues, and propose corrective actions. This position requires collaboration with key partners to support the UN80 initiative, including establishing agreements, planning workshops, and managing transitions in service delivery. The officer will also support data-driven decision-making by collecting, analyzing, and communicating significant amounts of data, utilizing tools like Power BI and PowerPoint. The role involves researching and presenting information, assisting in policy development, conducting surveys, preparing written outputs, and providing support for meetings and outreach activities. Additionally, the officer will coordinate budget-related activities and prepare necessary documents and reports.
Duties and Responsibilities: The Programme Officer will be responsible for a variety of duties, including:
Participating in the development, implementation, and evaluation of programmes/projects focused on efficiency and improved service delivery.
Monitoring and analyzing programme/project development and implementation, identifying problems, and proposing corrective actions.
Collaborating with partners to support the UN80 initiative, including negotiating agreements and facilitating workshops.
Supporting data-driven decision-making through data collection, analysis, and visualization.
Conducting research and presenting information from diverse sources.
Assisting in policy development and preparing evaluations or research studies.
Designing data collection tools and analyzing survey responses.
Preparing written outputs such as reports and background papers.
Providing support for meetings and conferences, including document preparation and agenda setting. 1
Conducting outreach activities and training workshops. 1
Coordinating budget and funding activities, preparing related documents and reports. 1
Collecting and analyzing data to identify trends and provide insights for decision-making. 1
Performing other duties as required.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, management, applied analytics, economics, finance, business intelligence, human resources, programme management, supply chain, law, ICT, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate knowledge and understanding of administrative and business operations, particularly in project management principles and practices.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as business administration, management, applied analytics, economics, finance, business intelligence, human resources, programme management, supply chain, law, ICT, or related areas is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Completion of programs in data analytics or business analytics is advantageous.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates should have experience in project/programme management supporting institutional reform efforts within the United Nations, particularly related to the UN80 initiative. Experience in operational support reviews and analysis, as well as leveraging data analytics and visualization tools, is essential. Desirable experience includes collaborating with diverse partners to design and implement change management and capacity development programmes that enhance operational service delivery in international organizations.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is desirable, which may enhance a candidate's qualifications for the role.
Additional Notes: This position is funded for a finite period of one year, with the possibility of extension subject to the availability of funds and the extension of the mandate.
