Job Overview:
The Stakeholder Engagement Consultant will play a crucial role in the initiative titled 'Accelerating Private Sector Finance Flows for Climate Action,' which aims to mobilize private capital for climate-related investments in Kenya, Rwanda, Tanzania, and Ghana. The consultant will lead the stakeholder engagement process, identifying key players in government, industry, finance, and civil society to foster collaboration and develop a robust pipeline of investment opportunities. This role is essential for addressing the financial and structural barriers that currently hinder private sector involvement in climate action, ultimately contributing to the development of bankable project concepts in sectors such as renewable energy, sustainable transport, water access, and climate-resilient infrastructure.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Stakeholder Engagement: Identifying and mapping key stakeholders across government, private sector, civil society, and financial institutions in each target country. Organizing and leading stakeholder consultations, including workshops and bilateral meetings. Developing a comprehensive Stakeholder Engagement Report that captures priority sectors, investment barriers, financing needs, and strategic opportunities.
  • Investment Concept Development: Collaborating with national and sub-national stakeholders to define priority areas for private climate investment. Drafting at least three investment concept notes (one per country) that align with national climate goals and are designed to stimulate private sector engagement. Ensuring that the concepts are technically sound, address gender and social inclusion, and reflect financial viability and investor readiness.
  • Technical and Advisory Support: Providing guidance to WRI teams and partners on structuring concepts and aligning them with national and local development strategies. Incorporating considerations such as communication development, stakeholder buy-in, and capacity needs into final outputs. Working with country partners to ensure institutional alignment and long-term ownership of developed concepts.

Required Qualifications:
Candidates must possess an advanced degree in Climate Finance, Environmental Economics, Public Policy, Development Communication, or a related field. A minimum of 7 years of experience in climate-related project design and private sector engagement is required. The consultant should have a proven ability to facilitate multi-stakeholder processes and synthesize inputs into coherent, investable concepts. Strong experience in Africa, particularly in Kenya, Rwanda, and Ghana, is essential. Excellent writing, communication, and analytical skills are also necessary for this role.

Educational Background:
An advanced degree in a relevant field such as Climate Finance, Environmental Economics, Public Policy, or Development Communication is required. This educational background will provide the necessary knowledge and skills to effectively engage with stakeholders and develop investment concepts that align with national climate priorities.

Experience:
The position requires a minimum of 7 years of experience in climate-related project design and private sector engagement. Candidates should have a strong track record of facilitating multi-stakeholder processes and developing investment concepts that attract private sector financing. Experience working in Africa, particularly in the target countries of Kenya, Rwanda, and Ghana, is highly desirable.

Languages:
