Job Posting Organization:
The Aspire to Innovate (a2i) Programme is a project initiated by the Government of Bangladesh aimed at fostering a citizen-centric culture of innovation within civil service. The program seeks to enhance service delivery, making it more inclusive, affordable, reliable, and accessible. It is supported by various partners including the UNDP and is implemented by the ICT Division and Cabinet Division. The a2i Programme focuses on three main components: institutionalizing public service innovation, catalyzing digital financial services, and incubating private sector-enabled public service innovation. The initiative is part of a broader effort to achieve the Sustainable Development Goals (SDGs) in Bangladesh, emphasizing the importance of accountability and institutional mechanisms in public service.

Job Overview:
The Software Developer will play a crucial role in the a2i Programme, working under the direct supervision of the Project Manager. The position involves collaborating with various stakeholders to develop and enhance different platforms and applications that support the project's objectives. The incumbent will be responsible for leading requirement analysis, feasibility studies, and managing the roadmap for solution delivery. This role requires a strong focus on designing scalable architectures, developing secure APIs, and ensuring compliance with technical regulations and security" style="border-bottom: 1px dotted #007bff !important;">security standards. The Software Developer will also guide the integration of various systems and platforms, maintaining an inventory of these systems and implementing monitoring tools for performance tracking. This position is integral to fostering a data-driven decision-making culture across the government of Bangladesh, contributing to the overall mission of the a2i Programme.

Duties and Responsibilities:
  • Develop different platforms/applications: Lead requirement analysis and feasibility studies to define technical direction, manage the roadmap for end-to-end solution delivery, design and oversee platform architecture for scalability and performance, lead the development and deployment of secure APIs, and ensure compliance with technical regulations and security standards. Supervise testing and deployment processes to maintain quality and reliability.
  • Guide to improving and integrating various platforms/systems: Create and maintain an inventory of all platforms and systems, implement monitoring tools for performance and availability tracking, and plan scalability strategies to meet future growth and system demand.
  • Provide technical guidance on the national core registry development: Collaborate with relevant stakeholders to ensure the successful development and implementation of the national core registry, contributing to the overall goals of the a2i Programme.

Required Qualifications:
Candidates must possess a Master’s degree or a Bachelor’s degree (or equivalent) in any discipline. For those with a Master’s degree, no prior work experience is required. Candidates with a Bachelor’s degree must have at least 2 years of relevant work experience. Required skills include experience in software design, while desired skills include familiarity with cloud platforms, CI/CD pipelines, DevOps practices, and database technologies.

Educational Background:
The educational background required for this position includes a Master’s degree or a Bachelor’s degree (or equivalent) in any relevant discipline. This educational foundation is essential for understanding the complexities of software development and the technical requirements of the role.

Experience:
The level of experience required for this position varies based on educational qualifications. Candidates with a Master’s degree are not required to have prior work experience, while those with a Bachelor’s degree must have a minimum of 2 years of relevant work experience. This experience should ideally include software design and development, as well as familiarity with modern development practices and technologies.

Languages:
Fluency in English and Bangla is mandatory for this position. Proficiency in these languages is essential for effective communication within the team and with various stakeholders involved in the a2i Programme.
