Job Overview:
This position involves providing consultancy services related to the recovery of Value Added Tax (IVA) in Bolivia. The consultant will be expected to analyze the current VAT recovery processes, identify challenges, and propose effective strategies to enhance the efficiency of VAT recovery. The role requires a deep understanding of tax policies and regulations in Bolivia, as well as the ability to work collaboratively with government agencies and stakeholders. The consultant will also be responsible for preparing reports and presentations to communicate findings and recommendations to UNDP and relevant authorities. Duties and Responsibilities:
The consultant will be responsible for the following duties:

• Conduct a comprehensive analysis of the current VAT recovery processes in Bolivia, identifying key issues and areas for improvement.
• Develop a strategic plan to enhance VAT recovery, including recommendations for policy changes and operational improvements.
• Collaborate with government officials and stakeholders to gather insights and feedback on VAT recovery practices.
• Prepare detailed reports outlining findings, recommendations, and action plans for implementation.
• Present findings and recommendations to UNDP and relevant government agencies, facilitating discussions on potential reforms.
• Monitor and evaluate the implementation of recommended strategies, providing ongoing support and adjustments as necessary.
• Ensure compliance with UNDP procurement processes and guidelines throughout the consultancy.

Required Qualifications:
Candidates must possess a strong background in tax policy, public finance, or a related field. A proven track record of working with government agencies on tax-related issues is essential. Additionally, candidates should demonstrate excellent analytical skills, the ability to communicate complex information clearly, and experience in project management. Familiarity with UNDP's operational procedures and procurement processes will be considered an asset. Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders are also required.

Educational Background:
A minimum of a Master's degree in Public Administration, Economics, Finance, or a related field is required. Candidates with additional certifications or training in tax policy or public finance will be given preference. A strong academic background that demonstrates expertise in fiscal policy and economic analysis is essential for this role.

Experience:
Candidates should have at least 5 years of relevant professional experience in tax policy analysis, public finance, or consultancy roles related to government financial management. Experience working with international organizations or development agencies is highly desirable. Proven experience in conducting research, preparing reports, and presenting findings to senior officials is also required.

Languages:
Fluency in Spanish is mandatory, as all communications and documentation will be conducted in this language. Proficiency in English is considered an asset, as it may be necessary for reporting and communication with international stakeholders. Knowledge of additional languages relevant to the region may also be beneficial.
