The mission has been operational since its establishment and has facilitated numerous programs aimed at empowering marginalized groups, especially women and youth, in political processes.

Job Overview:
The position of Local Consultant for Peer-to-Peer Mentoring is integral to the successful implementation of the 11th edition of the Dialogue Academy for Young Women (DA), scheduled for the second half of September 2025 or the first half of October 202
  • The selected consultants will leverage their firsthand experience as DA alumnae to co-facilitate the program alongside an international consultant. This role involves guiding participants through the DA program, ensuring they feel supported and empowered to engage actively in all activities. The consultants will also be responsible for fostering a collaborative environment, facilitating discussions, and summarizing key points to enhance participant understanding and engagement. The overall objective is to create a positive and impactful learning experience that aligns with the goals of the DA and the broader Women and Youth, Peace and Security agendas.

Duties and Responsibilities:
The Local Consultant will have a diverse set of responsibilities, including:
  • Co-designing and co-delivering at least three team-building exercises aimed at promoting collaboration and communication among participants.
  • Co-delivering sessions and panels in partnership with the international consultant, ensuring alignment with the DA program objectives.
  • Presenting the DA Network of Alumnae and outlining how participants can engage with it effectively.
  • Providing daily support to participants, addressing their questions and ensuring they understand the program.
  • Offering logistical assistance to organizers to ensure smooth session execution.
  • Preparing a final evaluation report that includes lessons learned and recommendations for future iterations of the program.
  • Maintaining open communication channels for feedback and participant engagement throughout the consultancy period.

Required Qualifications:
Candidates must possess a university degree in political science, international relations, social sciences, gender studies, or have relevant professional experience. They should have a strong understanding of the socio-political context in the region and be alumnae of the OSCE Dialogue Academy for Young Women. Strong communication and interpersonal skills are essential, along with the ability to work collaboratively with diverse groups. Experience in program facilitation and training delivery is required, as well as the ability to manage group dynamics effectively. Candidates must also demonstrate availability to commit to the DA program schedule and possess excellent English language skills, along with proficiency in either Albanian or Serbian. An OCN accreditation in mediation and conflict resolution is a strong asset but not mandatory.

Educational Background:
A Bachelor's degree (first-level university degree or equivalent) in a relevant field such as political science, international relations, social sciences, or gender studies is required for this position. This educational background will provide the necessary theoretical framework and understanding of the complexities involved in public participation and gender issues in the region.

Experience:
Candidates should have prior experience in program facilitation, particularly in contexts that involve training diverse audiences. They should be familiar with managing group dynamics and possess a track record of successfully delivering training sessions or workshops. Experience working with youth and women in leadership or empowerment programs will be particularly valuable.

Languages:
Proficiency in English is mandatory, along with either Albanian or Serbian. Strong communication skills in these languages will facilitate effective interaction with participants and stakeholders. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy will last for 13 working days, with specific deliverables and timelines outlined for each task. The consultants will be compensated based on their qualifications and experience, in accordance with OSCE established rates. The position is part-time and involves working closely with both local and international stakeholders.
