Job Overview: As a Project Analyst at ADB, you will play a crucial role in supporting the Financial Sector Office within the Sectors Department
Your primary responsibilities will include providing analytical and statistical support for the assigned project portfolio, which encompasses loans, grants, and technical assistance (TA). You will be involved in project administration, processing activities, and budget management, ensuring that projects are executed efficiently and in accordance with ADB policies and guidelines. Your role will also involve collaborating with junior technical staff to consolidate information and achieve specific functional results. You will be expected to contribute to the preparation and updating of Project Administration Manuals, compile data on contract awards and disbursements, and analyze project performance to ensure targets are met. Additionally, you will support project processing missions and participate in project implementation missions as required, providing data and analyses to assist in the preparation of mission reports. Duties and Responsibilities: The duties and responsibilities of the Project Analyst include:
Supporting project processing, administration, and implementation tasks for assigned loans, grants, and TAs, including procurement and consultant recruitment reviews.
Providing guidance to executing and implementing agencies on ADB policies, guidelines, and procedures related to procurement and disbursement.
Ensuring timely responses to requests from executing/implementing agencies and project clients.
Contributing to the preparation and updating of Project Administration Manuals, including data gathering and drafting write-ups.
Compiling data and statistics on contract awards and disbursements, providing analytical inputs to project team leaders and government counterparts.
Preparing and updating project records in ADB systems, ensuring quality and service level standards are met.
Analyzing project performance and providing inputs to the project team to monitor and meet performance targets.
Assisting in addressing project administration red flags for timely corrective actions.
Contributing to the preparation of project-specific and portfolio reports. 1
Supporting project processing missions, including designing project implementation arrangements and reviewing financing plans. 1
Participating in project implementation missions and providing data and analyses for mission reports. 1
Contributing to the preparation of project completion reports and technical assistance completion reports. 1
Providing support to junior technical local staff and performing other duties as assigned.
Required Qualifications: To qualify for the Project Analyst position, candidates must possess a Bachelor's degree in finance, business administration, public administration, or a related discipline. Additionally, candidates should have at least 5 years of hands-on experience in project processing of loans and TA projects, portfolio management, project administration, and budget preparation/monitoring. Familiarity with industry practices and guidelines within the area of expertise is essential. Strong analytical, interpersonal, and cross-cultural skills are required, along with a sound understanding of ADB procedures related to TA and loan/grant project processing and administration, including safeguards compliance. Experience in processing and administrating finance sector projects and TAs is an advantage, as is experience in private sector operation and risk management. Excellent oral and written communication skills in English are mandatory, and proficiency with computer-based applications is also required.
Educational Background: Candidates must hold a Bachelor's degree in finance, business administration, public administration, or a related field. This educational background is essential to ensure that candidates have the foundational knowledge and skills necessary to perform the analytical and administrative tasks required in the role of Project Analyst.
Experience: The position requires a minimum of 5 years of relevant experience in project processing of loans and technical assistance projects, as well as portfolio management and project administration. Candidates should have a proven track record of managing budgets and monitoring project performance, demonstrating their ability to handle the complexities of project administration effectively. Experience in the finance sector and familiarity with ADB's procedures and practices will be considered advantageous.
Languages: Proficiency in English is mandatory for this position, as excellent oral and written communication skills are essential for effective collaboration and reporting. While English is the primary language required, knowledge of additional languages may be considered a plus, particularly if they are relevant to the regions in which ADB operates.
Additional Notes: This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs. The role is full-time and open to both internal and external applicants.
