Job Overview:
As a Project Analyst at ADB, you will play a crucial role in supporting the Transport Sector Office by providing analytical and statistical support for the assigned project portfolio. Your responsibilities will include managing project administration, processing activities related to loans and technical assistance (TA), and overseeing budget management activities. You will work closely with project teams and executing agencies to ensure compliance with ADB policies and guidelines. This position requires a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders. You will also contribute to the preparation of project administration manuals, compile data on contract awards and disbursements, and assist in monitoring project performance to ensure that targets are met. Your analytical skills will be essential in providing insights and recommendations to project leaders and government counterparts, ultimately contributing to the successful implementation of projects that align with ADB's mission.

Duties and Responsibilities:
The Project Analyst will be responsible for a wide range of duties, including but not limited to: supporting project processing and administration tasks for assigned loans, grants, and technical assistance; providing guidance to executing and implementing agencies on ADB policies and procedures; preparing and updating project administration manuals; compiling data and statistics on contract awards and disbursements; analyzing project performance and providing inputs to project teams; assisting in addressing project administration red flags; contributing to the preparation of project-specific and portfolio reports; participating in project inception and review missions; providing data and analyses for mission reports; supporting project processing missions; and performing other duties as assigned. The role requires a collaborative approach, as you will work closely with junior administrative staff and other team members to achieve project objectives.

Required Qualifications:
To qualify for the Project Analyst position, candidates must possess a Bachelor's degree in finance, business administration, public administration, or a related discipline. A minimum of 5 years of hands-on experience in portfolio management, project administration, budget preparation, and project processing activities related to loans and technical assistance projects is required. Candidates should have a strong understanding of ADB procedures and practices, particularly in relation to TA and loan/grant project processing and administration. Familiarity with industry best practices and guidelines is essential, along with strong analytical, interpersonal, and cross-cultural skills. Experience in processing and administrating Water and Urban Development projects and technical assistance is considered an advantage. Excellent oral and written communication skills in English and proficiency with computer-based applications are also necessary.

Educational Background:
Candidates must have a Bachelor's degree in finance, business administration, public administration, or a related field. This educational background provides the foundational knowledge necessary for understanding financial management, project administration, and the complexities of working within an international development context. A strong academic record and relevant coursework in project management, economics, or public policy may enhance a candidate's profile.

Experience:
The position requires at least 5 years of relevant experience in portfolio management, project administration, budget preparation, and project processing activities related to loans and technical assistance projects. This experience should demonstrate a solid understanding of project management principles and the ability to navigate complex project environments. Candidates should have a proven track record of successfully managing projects, working with diverse stakeholders, and delivering results in a timely manner. Experience in the Asia-Pacific region or with international organizations is highly desirable.

Languages:
Proficiency in English is mandatory, as the role requires excellent oral and written communication skills. Candidates should be able to effectively communicate complex information to a variety of audiences, including project teams, government counterparts, and other stakeholders. While English is the primary language of communication at ADB, knowledge of additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the ability to engage with diverse communities and stakeholders.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The selected candidate will be subject to a one-year probationary period.
