Job Overview: As a Project Officer at ADB, you will play a crucial role in managing and administering projects related to loans and technical assistance (TA) within the Financial Sector Office. Your responsibilities will include portfolio management, project administration, budget preparation, and monitoring, as well as contributing to knowledge management efforts. You will be involved in various activities that cover assigned geographies within the sector or different practice areas, depending on your skills, experience, and career goals. The position requires a proactive approach to ensure that project administration tasks are executed efficiently and effectively, while also providing guidance and support to project processing staff and executing agencies. Your analytical skills will be essential in assessing project performance and ensuring compliance with ADB's operational processes and guidelines.
Duties and Responsibilities: The Project Officer will be responsible for a wide range of duties, including but not limited to: developing and maintaining a database of key performance indicators and project administration issues; preparing consolidated and analytical portfolio management reports; ensuring timely actions are taken by relevant staff; analyzing sector portfolio performance and project administration workload; coordinating with project administration teams; reviewing mission reports and progress reports; preparing portfolio analysis reports; monitoring data accuracy for Project Performance Reports; reviewing loan, grant, and TA processing documents; providing guidance on procurement and project administration actions; supporting project processing missions; contributing to annual portfolio management programs; and mentoring junior staff. The role also involves addressing project administration red flags and ensuring compliance with ADB's no objection procedures for various financing instruments.
Required Qualifications: Candidates must possess a Bachelor's degree or equivalent in finance, business administration, economics, engineering, public administration, or related disciplines, with a preference for advanced training. A minimum of 8 years of relevant professional experience in project process or administration is required. Excellent written and verbal communication skills in English are essential, along with strong proficiency in computer-based applications, particularly spreadsheets and word processing software. Comprehensive knowledge of ADB's operational processes and administration guidelines is necessary, as well as the ability to work effectively with individuals from diverse cultural and national backgrounds.
Educational Background: The educational background required for this position includes a Bachelor's degree or equivalent in a relevant field such as finance, business administration, economics, engineering, or public administration. Advanced training or qualifications in these areas is preferred, indicating a higher level of expertise and understanding of the complexities involved in project management and administration.
Experience: The position requires at least 8 years of relevant professional experience in project process or administration. This experience should demonstrate a strong understanding of project management principles, financial analysis, and the ability to navigate complex administrative processes within an international development context. Candidates should have a proven track record of successfully managing projects and contributing to organizational goals.
Languages: Proficiency in English is mandatory, with excellent written and verbal communication skills required for effective interaction with stakeholders and team members. Additional Notes: This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the staff's performance.
