Job Overview: The Senior Technical Officer (STO) for Protection contributes to the implementation of the intervention strategy of Humanité & Inclusion in the Sahel and West Africa region. This role emphasizes providing technical guidance, capacity building, and ensuring high-quality implementation of protection projects in Mali, in accordance with HI's standards. The scope of action for this position may evolve over time. The STO supports the intersectoral integration of protection approaches and provides technical expertise to teams, partners, and stakeholders. The position requires a strong commitment to the mission and values of HI, as well as the ability to work autonomously and within multicultural teams.
Duties and Responsibilities:
Provide Technical Expertise to Projects: Offer technical advice on gender-based violence (GBV), child protection, disability inclusion, and prevention of exploitation throughout the project cycle. Ensure that project tools and approaches align with international standards (e.g., CPMS, IASC GBV Guidelines, HI Protection Policy, and StratOp). Support rapid gender analyses, risk assessments, and protection needs analyses. Guide teams and partners in implementing safe and inclusive protection activities. Collaborate with other technical specialists to ensure the integration of protection approaches across various sectors. Adapt technical documents and tools based on project needs.
Capacity Building and Training: Enhance the capacity of HI staff and partners to understand protection principles, GBV prevention, and inclusive approaches. Organize training sessions on protection-related topics, including disability inclusion and transformative gender approaches. Support the recruitment and assessment of protection-related personnel by providing technical expertise. Mentor and coach field teams to strengthen their technical capacity.
Documentation, Capitalization, and Learning: Contribute to the development of tools, standard operating procedures (SOPs), and guidelines for protection interventions. Document lessons learned and best practices from protection activities. Facilitate knowledge sharing through workshops, information sessions, and communities of practice. Ensure that project outcomes feed into HI's overall learning framework.
Emergency Preparedness and Response: Support emergency preparedness and response efforts in the countries concerned within the protection sector, including adapting relevant projects. Contribute to identifying measures to mitigate protection risks in new emergency projects in the concerned countries.
Required Qualifications: At least 5 years of experience in protection roles within NGOs, including 2 years in field positions. Proven expertise in GBV prevention, child protection, and inclusion of persons with disabilities. Experience in capacity building and technical coaching of teams. Familiarity with West African contexts is an asset. Strong knowledge of protection frameworks (e.g., CPMS, IASC Guidelines). Ability to design and deliver adult training. Effective interpersonal, negotiation, and communication skills. Fluency in French; knowledge of English is an asset. Personal qualities: Calm, pragmatic, and dynamic under pressure. Commitment to HI's values and mission. Ability to work independently and within multicultural teams.
Educational Background: A relevant degree in social sciences, international development, humanitarian studies, or a related field is typically required for this position. Advanced degrees or specialized training in protection, gender studies, or related areas may be preferred.
Experience: The position requires a minimum of 5 years of relevant experience in protection roles, with at least 2 years spent in field positions. Candidates should demonstrate a strong background in GBV prevention, child protection, and disability inclusion, as well as experience in capacity building and technical coaching.
Languages: Fluency in French is mandatory for this position, as it is the primary language of communication in the region. Knowledge of English is considered an asset and may enhance communication with international partners and stakeholders.
Additional Notes: The position is a 12-month international contract starting ideally in August 202
The international contract provides social coverage tailored to individual needs, including unemployment insurance for EU nationals, retirement insurance, health coverage, repatriation, and other benefits covered by HI and the employee. The salary starts at €2448 gross per month, depending on professional experience, with a per diem of €615 net per month paid in local currency on the ground. A hardship allowance of €250 net per month is also provided. Employees are entitled to 25 days of paid leave per year, with R&R (Rest and Recuperation) according to the mission level: Level 2 allows for 5 days every 3 months. The position is unaccompanied, with transportation, visa, and personal effects transport costs covered after 12 months of service. Additionally, from 12 months of service, a child allowance of €100 is provided for employees with two or more dependent children, paid in local currency on the ground. Accommodation is provided, either collectively or individually, by HI.
