This role involves close collaboration with the Ministry of Education, Science, Culture and Sports (MoESCS) and other stakeholders to enhance the education system's capacity for evidence-based decision-making. The consultant will be responsible for conducting statistical analyses and producing outputs that will aid in understanding and improving educational outcomes. The consultancy is expected to run from July 1, 2025, to September 30, 2026, focusing on the analysis of data generated from PISA assessments, which evaluate the skills of 15-year-olds in reading, mathematics, and science.
Duties and Responsibilities: The Consultant/Statistician will be tasked with running statistical analyses and producing various statistical outputs, including figures and tables. They will support knowledge mobilization and dissemination of PISA results by organizing seminars, conferences, and workshops in collaboration with the MoESCS National Analysis Team. The consultant will work closely with OECD experts and other education stakeholders to ensure the quality and timeliness of the analyses and outputs. This role requires a proactive approach to problem-solving and the ability to communicate complex statistical information effectively to diverse audiences.
Required Qualifications: Candidates must possess an advanced university degree (Masters) in statistics, data science, or a related field. They should have sound knowledge and proven experience in applying statistical techniques, particularly in large assessments and large-scale survey data. Familiarity with household survey analysis is considered an advantage. Strong proficiency in statistical analysis software such as Mplus, R, STATA, SPSS, or SAS is essential, along with experience using Excel, including VBA and Excel Macros.
Educational Background: An advanced university degree (Masters) in statistics, data science, or a related field is required for this position. This educational background is crucial for understanding and applying complex statistical methods and techniques necessary for the role.
Experience: The position requires significant experience in statistical analysis, particularly in the context of large-scale assessments and surveys. Candidates should demonstrate a strong track record of using statistical software and conducting analyses that inform educational policy and practice. Experience in analyzing household surveys is a plus, indicating a well-rounded understanding of data analysis in various contexts.
Languages: Fluency in English is mandatory, as it is the primary language of communication within UNICEF and for the PISA project. Knowledge of Armenian or other relevant languages may be considered an asset, enhancing communication with local stakeholders and facilitating the dissemination of results.
