Job Overview: The Programme Management Officer will play a crucial role in developing, implementing, and evaluating programs and projects aimed at promoting sustainable development in Small Island Developing States (SIDS). The officer will also engage in consulting assignments, facilitating workshops, and assisting clients in managing change. The role requires extensive research and analysis on sustainable development issues, coordinating policy development, and generating survey initiatives to collect and interpret data. The officer will be responsible for organizing written outputs, providing substantive support for meetings and conferences, and leading field missions. This position demands a proactive approach to outreach activities, training workshops, and presentations, ensuring that the objectives of the ABAS are met effectively.
Duties and Responsibilities: The Programme Management Officer will be responsible for a variety of tasks, including: developing and implementing programs/projects related to the sustainable development of SIDS; monitoring and analyzing program/project development; reviewing relevant documents and reports; identifying problems and initiating corrective actions; performing consulting assignments; researching and presenting information on sustainable development; coordinating policy development; generating survey initiatives; organizing written outputs; providing support for meetings and conferences; initiating outreach activities; conducting training workshops; leading field missions; coordinating budget-related activities; and collecting and analyzing data to provide insights for decision-making. The officer will also perform other duties as required, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates must possess a strong understanding of theories and concepts related to monitoring and reporting on sustainable development. They should have the ability to identify and analyze issues, conduct independent research, and apply judgment in various contexts. Professionalism, effective communication skills, and the ability to plan and organize work efficiently are essential. The officer should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work. The ability to analyze and interpret data to support decision-making is also crucial.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of seven years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates should have experience addressing sustainable development challenges specific to small island developing states and experience in monitoring and reporting on sustainable development frameworks. Additionally, two or more years of experience in data analytics or a related area is desirable.
Languages: Fluency in English (both oral and written) is required for this position, as English and French are the working languages of the UN Secretariat. Knowledge of another UN official language is considered an advantage, enhancing communication and collaboration within the international context.
Additional Notes: This position is temporarily available starting as soon as possible until 31 December 2025, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The position may be limited to candidates based at the duty station, and it may be restricted to internal candidates who have been recruited through a competitive examination. Staff members reaching the mandatory age of separation within the duration of the temporary need period are not eligible to apply.
