Job Overview:
As a Principal IT Officer (Digital Services) at ADB, you will play a crucial role in managing IT resources across various field offices in the South Asian region. Your primary responsibility will be to ensure the delivery of high-quality IT services to ADB personnel, which includes local IT end-users, mission travelers, and personnel working outside of duty stations. You will be strategically assigned to ADB's India Resident Mission in New Delhi, India, while reporting to the Director of the IT Field Office Team and coordinating with designated staff in the Resident Mission. Your role will involve understanding user needs, analyzing behaviors and expectations, and providing insights to enhance IT service delivery. You will also be responsible for promoting a collaborative environment within your team and ensuring that IT services are agile and user-centric, aligning with the vision and priorities of the Information Technology Department (ITD).

Duties and Responsibilities:
Your duties as a Principal IT Officer (Digital Services) will include managing field office IT resources, providing guidance on the implementation of work plans, setting clear directions, and offering feedback on performance. You will support IT functions for field offices, including budgeting, sourcing, contract management, vendor relations, and resource management. Additionally, you will oversee IT upgrades and system delivery across the field offices under your coverage, ensuring that your team is motivated and works collaboratively in a safe environment. You will be responsible for providing regular progress reports on directions and work plans, monitoring and reporting on results achieved, and collaborating with other ITD teams and departments to support your team's initiatives. Your role will also involve exploring potential regional IT providers for your field office teams' requirements and staying informed about IT developments to bring valuable knowledge back to ITD in headquarters.

Required Qualifications:
To qualify for this position, you will need a Master's degree or equivalent in IT, engineering, or computer science. Alternatively, a Bachelor's degree combined with at least 5 years of specialized experience relevant to the position may be considered. You should have at least 10 years of experience working in an IT service delivery or operations environment, with a minimum of 6 years in a supervisory role. Experience leading a multicultural team is preferred, along with a solid understanding of IT service management and service desk operations. You should also have experience managing the delivery of contracted, outsourced IT services, and be knowledgeable about ServiceNow IT Service Management modules. ITIL certification or other relevant IT service management certification is required, along with knowledge of change management best practices.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in IT, engineering, or computer science. A Bachelor's degree may also be acceptable if accompanied by at least 5 years of specialized experience relevant to the position. This educational foundation is essential for understanding the complexities of IT service delivery and operations, as well as for effectively managing IT resources and personnel in a diverse and dynamic environment.

Experience:
The level of experience needed for this position includes a minimum of 10 years working in an IT service delivery or operations environment, with at least 6 years of supervisory experience. Candidates should have a proven track record of leading multicultural and multinational teams, managing teams spread across different locations and time zones, and delivering contracted, outsourced IT services. This experience is crucial for ensuring effective IT service delivery and operations in the field offices.

Languages:
Written and verbal proficiency in English is mandatory for this position. This proficiency is essential for effective communication with team members, stakeholders, and other departments within ADB. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly in the context of working with diverse teams and stakeholders across the Asia-Pacific region.

Additional Notes:
This position is classified as a local staff position and is open only to nationals and residents of India. It is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years based on various factors, including the staff member's performance and suitability for employment. However, this appointment is not convertible to a regular appointment.
