Job Overview:
The consultant will work closely with the UNEP India Office to achieve several key outputs related to air quality management in India. This includes engaging with stakeholders to plan and execute the launch of the Air Quality Action Forum (AQAF) and its resource center, organizing AQAF meetings and an annual conference to provide a platform for stakeholders to address air pollution collaboratively. The consultant will also be responsible for developing reports on the functioning of the AQAF, ensuring linkages with UNEP's work on air quality management, and leading communication efforts to enhance the visibility and impact of the Forum. The role requires a proactive approach to stakeholder engagement and a commitment to addressing the pressing issue of air pollution in India, which has significant implications for public health, agriculture, and the environment.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:
  • Engaging with various stakeholders involved in air quality management, including government officials, civil society organizations, research institutions, and private sector entities.
  • Planning and executing the launch of the AQAF and its resource center, ensuring that all necessary preparations are made for a successful launch.
  • Organizing regular AQAF meetings and an annual conference, providing a platform for discussion and collaboration among stakeholders.
  • Developing detailed reports on the AQAF's activities and outputs, ensuring that all deliverables meet quality standards and are submitted on time.
  • Facilitating communication and visibility for the AQAF, ensuring that its work is well-publicized and impactful.
  • Coordinating day-to-day operations of the Forum, mapping out expertise among stakeholders, and aligning efforts to support the Government of India's National Clean Air Programme (NCAP).
  • Reporting directly to the Head of the UNEP India Country Office, providing updates on progress and challenges.

Required Qualifications:
Candidates must possess an advanced university degree in environmental science, pollution control, or a related field. Alternatively, a first-level university degree combined with three additional years of qualifying experience may be accepted. A minimum of five years of professional experience in air pollution management or environmental management is required. Experience engaging with diverse stakeholders in the field is desirable, as is experience in planning and executing outreach activities both online and offline. Familiarity with developing countries and international institutions is an asset, as is experience working with the Government of India or other national institutions in India. Special knowledge and skills required include familiarity with project management tools and reporting cycles, the ability to coordinate multistakeholder events, and strong interpersonal, written, and communication skills.

Educational Background:
An advanced university degree in environmental science, pollution control, or a related field is required for this position. Candidates with a first-level university degree may be considered if they have three additional years of relevant experience. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively address air quality issues and engage with stakeholders in the field.

Experience:
The position requires a minimum of five years of professional experience in air pollution management, environmental management, or a related field. This level of experience is crucial for the consultant to effectively engage with stakeholders, manage the AQAF, and contribute to the National Clean Air Programme. Experience in planning and executing outreach activities, as well as familiarity with the workings of developing countries and international institutions, is also highly desirable. Additionally, experience working with the Government of India or other national institutions in India will be beneficial for the consultant's success in this role.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of Hindi is considered an advantage, as it may facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role. French is also a working language of the UN, but proficiency in English is the primary requirement.

The position is office-based in India and is expected to last for 18 months.
