Job Overview: The Senior Counter-Terrorism Officer will play a crucial role in the OSCE's efforts to combat terrorism through the Action against Terrorism Unit (ATU) within the Transnational Threats Department (TNTD). This position requires a strong focus on human rights protection and fundamental freedoms while addressing counter-terrorism issues. The successful candidate will support the Chair-in-Office, the Secretary General, and participating States on all antiterrorism-related matters, ensuring that the OSCE's counter-terrorism programs are effectively implemented and monitored. The role involves liaising with national authorities, external experts, and various stakeholders to enhance the OSCE's counter-terrorism initiatives and facilitate the dissemination of best practices across the organization. The Senior Counter-Terrorism Officer will also be responsible for managing a team of professionals, ensuring that the unit's objectives are met while maintaining a collaborative and inclusive work environment.
Duties and Responsibilities: The duties and responsibilities of the Senior Counter-Terrorism Officer include:
Providing support to the Chair-in-Office, the Secretary General, and participating States on all antiterrorism-related matters.
Ensuring a strong human rights protection and fundamental freedoms-oriented programming.
Submitting the ATU Unified Budget cycle and related proposals to the TNTD Co-ordinator.
Guiding the drafting, implementation, monitoring, and evaluation of OSCE counter-terrorism programs or projects.
Identifying issues to be addressed and proposing corrective actions.
Liaising with relevant parties and stakeholders, including national authorities and external experts.
Following developments in thematic areas related to counter-terrorism and capturing best practices for dissemination.
Participating in counter-terrorism activities initiated by other OSCE institutions and international organizations.
Maintaining relations with donors, participating States, and OSCE Partners for Co-operation, and designing resource mobilization strategies. 1
Assisting in coordinating OSCE activities with relevant international organizations, particularly in the global fight against terrorism. 1
Preparing regular reports on OSCE anti-terrorism activities. 1
Managing and supervising a team of professional staff members and assistants. 1
Performing other related duties as assigned.
Required Qualifications: The required qualifications for the Senior Counter-Terrorism Officer position include:
A second-level university degree in social or political science, law, public administration, or a related field. A first-level university degree combined with at least two years of additional qualifying experience may be accepted in lieu of the second-level degree.
A minimum of ten years of diverse and progressively responsible professional experience, particularly in human rights protection, prevention, and counter-terrorism.
Previous international work experience and/or experience with NGOs is highly desirable.
At least five years of experience in line management, directing staff in planning, organizing, scheduling, monitoring, and evaluating program activities.
Working knowledge of relevant United Nations bodies, such as UNOCT, UNODC, and UNCTED, is an asset.
Proven ability to coordinate and cooperate with counter-terrorism regional and international organizations.
Educational Background: Candidates must possess a second-level university degree (Master's degree) in social or political science, law, public administration, or a related field. A first-level university degree may be accepted if combined with sufficient relevant experience, demonstrating the candidate's capability to fulfill the role effectively.
Experience: The position requires a minimum of ten years of diverse and progressively responsible professional experience, with a focus on human rights protection, prevention, and counter-terrorism. Candidates with a first-level university degree must have at least twelve years of relevant experience. Previous international work experience and experience with NGOs are highly valued, as well as a strong background in line management and directing staff.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of other OSCE working languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the organization's objectives.
Additional Notes: This position is a seconded role, meaning that candidates must be nominated by their respective participating States. The OSCE does not cover costs related to the assignment, and seconded staff members are not entitled to a Board and Lodging Allowance. The maximum period of service in this post is ten years, and candidates should be aware that OSCE officials must conduct themselves in a manner befitting their status as international civil servants.
