Job Overview:
As a Financial Management Assistant at ADB, you will play a crucial role in supporting the Financial Management Division (PFFM) within the Procurement, Portfolio and Financial Management Department (PPFD). Your primary responsibilities will include providing technical, analytical, and coordination support for the daily operational and administrative needs of the division. This position requires a proactive approach to managing various tasks, including maintaining PFFM's webpage and databases, overseeing document logs, and ensuring the organization and accessibility of information. You will also assist in staff recruitment and contract administration, prepare presentation materials, and contribute to knowledge product development by researching and compiling relevant documents. Additionally, you will be involved in portfolio analysis, generating reports, and supporting the processing and implementation of technical assistance projects. This role is essential for ensuring the smooth operation of the division and facilitating effective communication and collaboration among team members and stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Financial Management Assistant include:
  • General PFFM tasks: - Maintain PFFM's webpage and databases, oversee document logs, and ensure organization and accessibility of information. - Assign tasks to PFFM staff and monitor their completion. - Assist in staff consultant recruitment and contract administration. - Prepare presentation materials and coordinate activities for knowledge distribution. - Contribute to knowledge product development by researching and compiling relevant documents. - Assist in drafting and revising operations manual sections, staff instructions, and project administration instructions. - Manage the interdepartmental review process, summarizing comments from different departments and assisting in report editing. - Ensure compliance with ADB's Handbook of Style and Usage. - Collaborate with relevant ADB departments for logistical support and coordination.
  • Coordination support to assigned supervisors: - Schedule and coordinate appointments. - Arrange mission travel, including obtaining clearances, flight arrangements, and mission materials.
  • Assist in portfolio analysis and reporting: - Prepare analytical reports on portfolio financial management performance, including statistical analysis and charts. - Report on compliance issues and contribute to the annual FM Report.
  • Support technical assistance (TA) processing and implementation: - Assist TA teams in preparing reports and ensuring compliance with policy requirements. - Monitor TA implementation against targets and support consultant recruitment. - Coordinate logistics for TA-funded missions, including securing government clearance and arranging travel.
  • Perform any other tasks assigned by the supervisor or reflected in the work plan.

Required Qualifications:
To be considered for the Financial Management Assistant position, candidates must possess the following qualifications: - A Bachelor's degree in accounting, business administration, commerce, or a related field. - A professional qualification in accounting (e.g., CPA, CA) from an internationally recognized institution is desirable. - A CFA qualification is an advantage. - At least 5 years of relevant professional experience, particularly in financial management or related fields. - Experience working with internal and external clients, including government officials and development partners. - Excellent verbal and written communication skills in English. - Proficiency in MS Office applications (Word, Excel, PowerPoint), videoconferencing tools (Zoom, MS Teams), and document filing systems (SharePoint, OneDrive).

Educational Background:
Candidates must have a Bachelor's degree, preferably in accounting, business administration, commerce, or a relevant discipline. A professional accounting qualification such as CPA or CA from an internationally recognized institution is highly desirable, and a CFA qualification is considered an advantage.

Experience:
The position requires at least 5 years of relevant professional experience. Candidates should have a proven track record of working effectively with internal and external clients, including colleagues from ADB, government officials, and development partners. Experience in financial management or related fields is essential for success in this role.

Languages:
Fluency in English is mandatory, with excellent verbal and written communication skills required. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within ADB.

Additional Notes:
This appointment is open to both internal and external applicants and is a fixed-term position for an initial period of 3 years. At the end of this period, the appointment may be extended for up to 2 additional years, converted to a regular appointment, or ended based on ADB's needs and the employee's performance.
