Job Overview:
The Programme Analyst position is integral to the UNFPA Pacific Sub-Regional Office, specifically within the Federated States of Micronesia. This role involves supporting the implementation of interventions funded through the Transformative Agenda, ensuring alignment with the 2030 Agenda, the ICPD Programme of Action, and the UNFPA Strategic Plan. The Programme Analyst will engage closely with government ministries, civil society organizations, and international development agencies to facilitate effective program implementation. The position requires a proactive approach to analyzing political, social, and economic trends, providing policy advice, and contributing to the overall strategic direction of UNFPA's initiatives in the region. The Programme Analyst will also play a key role in knowledge management, resource mobilization, and fostering collaborative relationships with various stakeholders to enhance the impact of UNFPA's work.

Duties and Responsibilities:
The Programme Analyst will be responsible for a range of duties, including assisting in the development and implementation of program delivery, monitoring activities, and providing support to country offices. Key responsibilities include: continuous monitoring of program activities, supporting the preparation of reports, ensuring compliance with operational guidelines, coordinating meetings with implementing partners, and providing training to enhance the capacity of counterparts. The role also involves analyzing incoming documents for quality and relevance, managing initiatives to improve population and reproductive health support, and contributing to resource mobilization efforts by identifying opportunities for new projects. The Programme Analyst will work closely with the Assistant Representative and other team members to ensure the successful execution of UNFPA's mandate in the region.

Required Qualifications:
Candidates must possess a minimum of four years of progressively responsible professional experience in program and national capacity development, as well as international development. Experience in advocacy and knowledge management is essential, along with a proven ability to coordinate inter-agency collaboration. Strong research and analytical skills, particularly in population and reproductive health programming, are highly desired. Proficiency in MS Office and familiarity with UN operations are advantageous. Candidates should demonstrate integrity, commitment to UNFPA's values, and the ability to embrace cultural diversity and change.

Educational Background:
An undergraduate university degree (Bachelor's) in Management, International Development, Sociology, Economics, Demography, International Relations, Public Administration, Public Health, Medicine, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of international development and the specific challenges faced in the Pacific region.

Experience:
The position requires a minimum of four years of relevant professional experience, with a focus on program development and implementation in an international context. Candidates should have experience working in advocacy and knowledge management, as well as a strong understanding of the social and cultural realities of the region. Field experience and a proven track record of teamwork and collaboration are essential for success in this role.

Languages:
Fluency in English is mandatory, along with proficiency in the national language of the Federated States of Micronesia. This linguistic capability is crucial for effective communication with local stakeholders and for the successful implementation of UNFPA's programs.
