Job Overview:
The Asset Management Analyst position is a critical role within the Institutional Services Division of the Corporate Services Department at ADB. The primary responsibility of the Asset Management Analyst is to manage the database maintenance for fixed assets, ensuring compliance with relevant administrative orders. This includes overseeing asset and inventory control, managing storeroom operations, and administering database systems for Information and Communication Technology (ICT) equipment and accessories. The analyst will also be responsible for service provider contract management and providing technical support for other asset management functions. The role requires a proactive approach to managing the Oracle Fixed Assets Registry (FAR) for HQ assets, conducting annual asset accountability exercises, and analyzing reports on asset losses. The analyst will contribute to the enhancement of fixed assets databases and ensure compliance with ISO standards in storeroom operations. This position is integral to maintaining the integrity and efficiency of asset management services within ADB.

Duties and Responsibilities:
The Asset Management Analyst will have a comprehensive set of duties and responsibilities, including but not limited to: managing the Oracle Fixed Assets Registry (FAR) for HQ assets, which involves evaluating, classifying, re-classifying, adding, and deleting fixed assets, as well as updating staff accountability. The analyst will oversee the completion of the annual asset accountability exercise and analyze staff reports on ADB asset losses, preparing necessary memos for asset write-offs. Additionally, the analyst will review and approve HQ staff user access in Oracle FAR and analyze and submit accurate asset lists for insurance purposes. The role includes contributing to the enhancement and integration of fixed assets databases and ensuring compliance with ISO standards in storeroom operations. The analyst will also monitor and submit weekly stock and aging reports of ICT equipment, participate in physical inventory counts, and assist in audit reviews and the implementation of action plans. Furthermore, the analyst will contribute to the review and planning for Asset Management Services, identifying efficiency measures and streamlining opportunities, and perform other duties as assigned.

Required Qualifications:
Candidates for the Asset Management Analyst position must possess a Bachelor's degree in business administration, engineering, accounting, or a relevant field. Additionally, a minimum of 5 years of relevant professional experience is required. The ideal candidate will have in-depth knowledge of policies, guidelines, and procedures related to asset management, database management, inventory control, and storeroom operations. Familiarity with ISO 14001 and ISO 45001 standards and best practices in asset management is essential. Candidates should also have working knowledge of international institution IT systems and computer-based applications, including databases such as Oracle, Outlook, SharePoint, and eProcurement. Excellent written and verbal communication skills in English are mandatory, and candidates are encouraged to refer to the ADB Competency Framework for Technical Local staff grade 3 for additional insights.

Educational Background:
The educational background required for the Asset Management Analyst position includes a Bachelor's degree in business administration, engineering, accounting, or a related field. This educational foundation is crucial for understanding the complexities of asset management and database administration, as well as for effectively navigating the policies and procedures that govern these areas within ADB.

Experience:
The position requires at least 5 years of relevant professional experience in asset management, database management, or inventory control. Candidates should have a proven track record of managing fixed assets and familiarity with the operational aspects of storeroom management. Experience in an international institution or similar environment is highly desirable, as it provides valuable insights into the unique challenges and best practices in asset management.

Languages:
The mandatory language requirement for this position is excellent command of written and verbal communication skills in English. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within ADB.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The position may involve multiple openings at various grades, and the actual title and grade will be determined based on the qualifications and experience of the selected candidates.
