Job Overview: The Education Advisor position at NRC Ukraine is a pivotal role that focuses on enhancing the quality and accessibility of education for children affected by conflict and displacement. The Advisor will be responsible for the design, implementation, and quality assurance of Education in Emergencies (EiE) programs across various regions. This role emphasizes the importance of learning recovery, psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (PSS), social-emotional learning (SEL), and the professional development of teachers. The Advisor will provide technical guidance and mentoring to field teams and partners, ensuring that education programs are aligned with INEE Minimum Standards and national education frameworks. The position also involves analyzing education data to generate evidence-based recommendations aimed at improving program effectiveness and ensuring that interventions are responsive to the evolving needs of conflict-affected children.
Duties and Responsibilities: The Education Advisor will undertake a variety of responsibilities, including but not limited to: providing structured technical advice to Area Offices on topics such as remedial education, learning recovery, PSS/SEL, and inclusive teaching methodologies; conducting technical support visits to field locations and offering written recommendations to enhance program quality; analyzing education data, including attendance and learning assessments, to produce technical briefs with actionable recommendations; adapting tools and training materials to reflect the changing dynamics of conflict and displacement; reviewing workplans and reports to ensure coherence with established standards; identifying programmatic bottlenecks and proposing corrective measures; facilitating peer-exchange sessions to promote shared learning; maintaining dialogue with education authorities to align methodologies; and supporting the institutionalization of effective approaches within the education system.
Required Qualifications: Candidates must possess a minimum of four years of progressively responsible experience in Education in Emergencies, humanitarian education programming, or formal education sector development, particularly in Ukraine or similar conflict-affected contexts. Fluency in English, Ukrainian, and Russian, both verbal and written, is essential. Applicants should have demonstrated experience working closely with the Ukrainian formal education system, including engagement with local education authorities and alignment with Ministry of Education and Science (MoES) regulations. A strong understanding of the Ukrainian education reform landscape, including challenges related to displacement and infrastructure damage, is also required. Candidates should have experience working with conflict-affected populations and a solid knowledge of INEE Minimum Standards as applied in formal school settings.
Educational Background: A relevant educational background is essential for this position, typically including a degree in education, social sciences, or a related field. Advanced degrees or specialized training in education in emergencies or humanitarian response may be advantageous. Candidates should also have a strong understanding of educational methodologies and frameworks relevant to conflict-affected contexts.
Experience: The position requires candidates to have substantial experience, specifically a minimum of four years in roles related to education in emergencies or humanitarian programming. Experience should include working with displaced populations and familiarity with the challenges faced in conflict-affected areas, particularly in the context of the Ukrainian education system. Candidates should also have experience in conducting needs assessments and education context analysis in emergency settings.
Languages: Fluency in English, Ukrainian, and Russian is mandatory for this role. Proficiency in these languages is crucial for effective communication with stakeholders, including local authorities and education partners. Additional language skills may be considered an asset but are not required.
Additional Notes: The position is based in Kyiv, Ukraine, and applicants must be legally eligible to work in Ukraine, as NRC is unable to provide work permits or visa sponsorships. The contract duration is 12 months, with travel expected to be around 45% within operational areas. The salary will be based on NRC’s national salary scale, specifically at Grade
