Job Overview:
The National Consultant on Gender Mainstreaming will play a crucial role in providing expert and technical support to the Ministry of Social Policy, Family and Unity (MoSPFU) of Ukraine. This position involves developing a gender-responsive legal framework, monitoring the implementation of gender equality commitments, and creating tools to facilitate these processes. The consultant will work closely with UN Women and the MoSPFU to ensure that gender equality policies are aligned with international standards and the EU gender equality acquis. The consultant will also be responsible for organizing multistakeholder consultations and capacity-building events to enhance the understanding and implementation of gender equality frameworks among state institutions and stakeholders. The role requires a proactive approach to problem-solving and effective communication to engage various stakeholders in the gender equality agenda.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Providing expert support in the development of policy and legal frameworks that align with international standards and EU gender equality requirements.
  • Monitoring the implementation of international gender equality commitments and preparing reports on the progress of these implementations, including those related to the Convention on the Elimination of All Forms of Discrimination Against Women and the European Charter for Equality of Women and Men in Local Life.
  • Organizing and facilitating multistakeholder consultations, public discussions, and meetings to discuss various aspects of gender equality commitments.
  • Developing tools and methodologies to enhance the implementation and monitoring of national and international gender equality frameworks.
  • Coordinating capacity-building events for state institutions and stakeholders to share knowledge and best practices in gender equality.
  • Providing additional support as assigned by the MoSPFU in coordination with UN Women, ensuring that all tasks align with the objectives outlined in the Terms of Reference (ToR).

Required Qualifications:
Candidates must possess an advanced (Master’s) degree or equivalent in fields such as public administration, law, economics, social science, international relations, human rights, gender studies, or related areas. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a strong understanding of gender equality issues and the ability to navigate complex legal and policy environments.

Educational Background:
The educational background required for this position includes an advanced degree in relevant fields such as public administration, law, economics, social science, international relations, human rights, or gender studies. A first-level university degree may be considered if accompanied by sufficient relevant experience, demonstrating the candidate's capability to fulfill the role's responsibilities effectively.

Experience:
Candidates should have at least two years of relevant work experience in areas such as human rights, gender equality, governance, public administration, or gender-responsive policy development. Experience in conducting gender analysis of national legislation and providing expert advice on improving legal frameworks for gender equality is essential. Previous advisory or technical support roles within government institutions on gender equality and women's empowerment issues are highly valued. Familiarity with coordinating meetings and consultations with government authorities is also necessary, along with a solid understanding of national and international commitments related to gender equality in Ukraine.

Languages:
Fluency in Ukrainian is mandatory, and a working level of English is required. Proficiency in additional languages may be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and resources.

Additional Notes:
This consultancy position is home-based, requiring the consultant to work remotely while also facilitating public consultations in Kyiv as agreed with UN Women and the MoSPFU. The consultant will need to use their own computer and is expected to complete mandatory UN Women trainings. Travel is not anticipated, but if necessary, arrangements will be made according to UN Women’s policies.
