Job Overview:
The Procurement Officer plays a crucial role in the day-to-day implementation of the logistics function, specifically focusing on procurement responsibilities. This position requires adherence to NRC policies, guidelines, and donor requirements while assisting in the implementation of the procurement portfolio according to the Plan of Action. The officer is expected to prepare and develop status reports as required by the Procurement Coordinator and Manager, ensuring proper filing of procurement documents and promoting ideas for improvement within the procurement unit. The role emphasizes anti-corruption, transparency, and cost-efficiency in all procurement processes, aligning with NRC Logistics Handbook and Ukrainian Procurement Standards. The Procurement Officer will also be involved in various procurement activities, including preparing documents, conducting market surveys, and supporting program staff in generating purchase requests.

Duties and Responsibilities:
The Procurement Officer's duties include ensuring that all procurements comply with NRC logistics policies, Ukrainian procurement policies, and donor regulations. Specific responsibilities involve updating ITB documents, organizing tender committee meetings, drafting bid opening and evaluation reports, and preparing requests for quotations. The officer will also prepare payment requests, ensuring accuracy and completeness of supporting documents, consult with program and support staff for generating purchase requests, and participate in project startup planning. Additional tasks include maintaining proper files for procurement documents, checking and receiving purchase requisitions, issuing purchase orders, and following up with suppliers for material delivery. The officer will support the Procurement Coordinator in conducting market surveys, updating the procurement tracker, and ensuring compliance with NRC standards in all procurement activities.

Required Qualifications:
Candidates must have experience working as a procurement officer in a humanitarian or recovery context, with documented results related to the responsibilities of the position. A solid understanding of the situation in Ukraine is essential, along with proficiency in office 365 and online platforms. Knowledge of Microsoft Office products, particularly Excel, Word, PowerPoint, and Outlook, is required. The ability to handle multi-tasking in a complex environment and a can-do attitude are also important. Additionally, candidates should possess good document management skills and the ability to work irregular hours in a multicultural environment.

Educational Background:
A Bachelor's degree in a relevant field is required for this position. This educational background should provide a solid foundation in procurement practices, logistics, and related areas, equipping the candidate with the necessary skills to perform effectively in the role.

Experience:
Candidates should have prior experience in procurement, particularly in complex and volatile contexts. This experience should demonstrate the ability to navigate challenges and deliver results in a humanitarian setting, showcasing the candidate's capability to manage procurement processes effectively and efficiently.

Languages:
