Job Overview:
The Planning, Monitoring and Evaluation (M&E) Analyst plays a crucial role in ensuring effective results planning, monitoring, reporting, communication, and evaluation of UNFPA's programs and projects. This position requires the analyst to provide technical inputs for program formulation, ensuring that results are clearly defined and aligned with the organization's strategic goals. The analyst will also be responsible for developing monitoring and evaluation frameworks, conducting reviews, and facilitating the reporting of results to both internal and external stakeholders. The role emphasizes the importance of using evaluation findings to inform programmatic decisions and enhance organizational learning. The analyst will work closely with the Information Management Specialist and other program staff to promote a culture of results and knowledge management within the organization.

Duties and Responsibilities:
The duties and responsibilities of the Planning, M&E Analyst include:
  • Results Planning: Providing technical inputs for program formulation, developing theories of change, and supporting the creation of M&E frameworks.
  • Monitoring: Tracking results against targets, conducting annual and midterm reviews, and supporting field monitoring efforts.
  • Results Reporting: Facilitating the reporting of results to senior management and external audiences, compiling and analyzing data, and developing quality reports.
  • Evaluation: Supporting the implementation of the UNFPA Evaluation Policy, ensuring quality evaluation processes, and promoting the use of evaluation findings.
  • Knowledge Management: Contributing to knowledge management efforts, promoting results-based management principles, and supporting capacity development for implementing partners.
  • Additional Duties: Carrying out any other responsibilities as required by UNFPA leadership.

Required Qualifications:
The required qualifications for the Planning, M&E Analyst position include a Master's degree (or equivalent) in statistics, economics, health, population demography, or a related social science discipline. Candidates should possess strong knowledge and experience in monitoring and evaluation, information management, and program management. Familiarity with results-based management, evaluation design, data collection, and analysis is essential. The ability to synthesize program performance data and produce analytical reports is also required. Proficiency in data visualization tools such as KoboToolbox and MS Power BI is preferred, along with strong planning, goal-setting, and organizational skills.

Educational Background:
Candidates must have a Master's degree (or equivalent) in a relevant field such as statistics, economics, health, population demography, or any related social science discipline. This educational background is crucial for understanding the complexities of monitoring and evaluation processes and for contributing effectively to program formulation and implementation.

Experience:
The position requires 0 years of relevant national or international experience in monitoring and evaluation, information management, or program management. While no prior experience is mandatory, candidates with experience in results-based management, evaluation, and evidence-based programming will be considered favorably. Experience in one of UNFPA's transformative areas is also an asset, as is familiarity with program formulation and implementation.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of other official UN languages is considered desirable, as it may enhance communication and collaboration within the UN system and with diverse stakeholders.
