Job Overview:
The PSEA Focal Point will work under the guidance and supervision of the Country Representative, focusing on monitoring activities related to preventing and responding to sexual exploitation, abuse, and harassment (SEAH) within the Ukraine Country Office (CO). The incumbent will perform substantive analysis of program data and implement relevant aspects of UNFPA’s PSEAH Strategy, ensuring compliance with various UN protocols and commitments. This role is crucial in supporting program leads to integrate accountability to affected populations (AAP) into UNFPA’s programs, aligning with the UNFPA AAP Framework. The PSEA Focal Point will also prepare technical briefs and tools to assist program leads in their responsibilities, ensuring that accountability practices are embedded in all aspects of UNFPA’s work.

Duties and Responsibilities:
The PSEA Focal Point will be responsible for a variety of duties, including: conducting regular reviews and providing support to management; assisting the Country Representative in fulfilling responsibilities in accordance with ST/SGB/2003/13; ensuring the identity and role of PSEA Focal Points are known throughout UNFPA; providing technical and analytical support for project implementation and fund code management; drafting implementation plans and monitoring expenditure performance; preparing substantive data for donor reporting; providing technical support to CO work plan managers and Implementing Partner (IP) focal points; drafting technical reports for annual management certification; participating in inter-agency PSEA Network meetings; maintaining and analyzing databases related to SEAH risk and mitigation; ensuring UNFPA procedures for reporting allegations of SEA are known; organizing learning and awareness activities on PSEAH; and providing technical support to embed accountability practices into UNFPA’s programs.

Required Qualifications:
Candidates must possess an advanced university degree in gender studies, population, social sciences, public health, law, economics, development, or related fields. They should have at least two years of relevant professional experience in operational support or technical assistance related to sexual exploitation and abuse, sexual harassment, protection, gender-based violence, and accountability to affected populations. Experience working with inter-agency bodies or networks is desirable, as is experience in budget management and the implementation of GBV/PSEA/AAP activities. Candidates should demonstrate empathy, integrity, and the ability to handle sensitive topics with compassion. Excellent communication skills and experience working with diverse communities are also essential.

Educational Background:
An advanced university degree (Master's or higher) in gender studies, population, social sciences, public health, law, economics, development, or other related fields is required for this position. This educational background is crucial for understanding the complexities of sexual exploitation, abuse, and harassment, as well as the broader context of gender-based violence and humanitarian affairs.

Experience:
The position requires a minimum of two years of relevant professional experience in operational support or technical assistance in areas such as sexual exploitation and abuse, sexual harassment, protection, gender-based violence, and accountability to affected populations. Experience in working with inter-agency bodies or networks is desirable, as is familiarity with the implementation of GBV/PSEA/AAP activities and budget management. Candidates should also have experience working directly with local communities, particularly women and girls, and demonstrate sensitivity to cultural, age, disability, gender, sexual orientation, nationality, and linguistic diversities.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of other official UN languages is considered desirable, as it can enhance communication and collaboration within the UN system and with diverse stakeholders.
