Job Overview: The National Consultant will play a crucial role in supporting the Ministry of Social Policy, Family and Unity of Ukraine and other state institutions in conducting gender audits as part of the national commitment to gender equality. The consultant will work closely with a lead Gender Audit Practitioner and will be responsible for developing methodologies, conducting surveys, facilitating training sessions, and providing expert support throughout the audit process. This position requires a deep understanding of gender issues and the ability to analyze and interpret data related to gender equality. The consultant will also be involved in drafting reports and recommendations based on the findings of the gender audits, ensuring that the results are effectively communicated to stakeholders and that actionable plans are developed to address identified issues.
Duties and Responsibilities: The consultant's duties will include:
Developing a Gender Audit (GA) Methodology, including desk review materials, survey questionnaires, and interview guides.
Organizing validation sessions with gender audit working groups and finalizing methodologies based on feedback.
Participating in expert discussions and technical meetings related to the gender audit.
Facilitating training sessions and knowledge-sharing events for stakeholders involved in the gender audit process.
Conducting desk reviews of existing documents and data relevant to the gender audit.
Supporting the administration of online surveys and facilitating interviews and focus groups.
Analyzing collected data and triangulating results from various sources.
Drafting the GA report, including best practices and recommendations for improvement.
Organizing validation of the GA report and presenting key findings to stakeholders. 1
Providing ongoing technical support to implement gender audit recommendations.
Required Qualifications: Candidates must possess an advanced (Master’s) degree or equivalent in fields such as public administration, law, social science, international relations, human rights, or gender studies. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. Completion of training on gender audits is considered an advantage. Candidates should demonstrate strong analytical skills, report writing competencies, and the ability to coordinate activities among various stakeholders.
Educational Background: An advanced degree (Master’s) in relevant fields is required, with a focus on gender studies, human rights, or social sciences. A first-level university degree may be accepted with additional qualifying experience. Training in gender audits is a plus.
Experience: At least one year of relevant work experience in human rights, gender equality, governance, or related fields is required. Candidates should have proven experience in planning and conducting gender assessments and evaluations, as well as providing advisory support to government institutions on gender equality issues. Familiarity with national and international commitments to gender equality in Ukraine is essential.
Languages: Fluency in Ukrainian is mandatory, and a working level of English is required. Proficiency in additional languages may be beneficial but is not specified as mandatory.
Additional Notes: This is a home-based consultancy position with occasional visits to the Ministry and UN Women offices as needed. The consultant is expected to work using their own computer and will need to complete mandatory UN Women trainings. The assignment does not anticipate travel, but if necessary, travel arrangements will be made according to UN Women’s regulations. The position is part-time and may involve a flexible schedule to accommodate the needs of the Ministry and other stakeholders.
