Job Overview:
The Procurement Officer position at NRC is crucial for ensuring that all procurement activities are conducted in accordance with NRC policies, Ukrainian procurement standards, and donor regulations. The role involves assisting in the implementation of the logistics function's procurement portfolio, preparing and developing status reports, and ensuring proper filing of procurement documents. The Procurement Officer will be responsible for conducting market surveys, preparing requests for quotations, and managing the procurement process from initiation to completion. This position requires a proactive approach to identifying areas for improvement within the procurement unit and promoting transparency and cost-efficiency in all procurement processes. The successful candidate will work closely with various departments, including program and support staff, to ensure that procurement needs are met in a timely and efficient manner.

Duties and Responsibilities:
The Procurement Officer will have a wide range of duties and responsibilities, including but not limited to: ensuring compliance with NRC logistics policies and Ukrainian procurement regulations; updating and publishing ITB documents; organizing tender committee meetings; drafting bid opening and evaluation reports; preparing requests for quotations and sourcing bids; ensuring accuracy in payment requests; consulting with program and support staff to generate purchase requisitions; participating in project startup planning; assessing suppliers and updating the vendor database; maintaining proper files for procurement documents; checking and receiving purchase requisitions; issuing purchase orders; following up with suppliers for material delivery; conducting regular market surveys; updating the procurement tracker; and ensuring proper archiving of procurement files. The Procurement Officer will also be responsible for processing payments and ensuring compliance with NRC standards and requirements.

Required Qualifications:
Candidates for the Procurement Officer position must possess a minimum of a Bachelor's degree in business administration, supply chain management, or a related field. They should have 2-3 years of experience working as a procurement officer in a humanitarian or recovery context, with documented results related to the position's responsibilities. A solid understanding of the situation in Ukraine and proficiency in Microsoft Office products, particularly Excel, Word, PowerPoint, and Outlook, are essential. Additionally, candidates should have good knowledge of document management and the ability to handle multi-tasking in a fast-paced environment. Behavioral competencies such as the ability to work in a multicultural environment and handle irregular hours are also important.

Educational Background:
The educational background required for the Procurement Officer position includes a minimum of a Bachelor's degree in business administration, supply chain management, or a related field. This educational foundation is essential for understanding the complexities of procurement processes and regulations, particularly in a humanitarian context. Candidates with advanced degrees or additional certifications in procurement or logistics may have an advantage in the selection process.

Experience:
The position requires candidates to have 2-3 years of relevant experience working as a procurement officer, specifically in humanitarian or recovery contexts. Previous experience in similar roles within international organizations or NGOs is highly desirable.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Additionally, candidates should have a working knowledge of both Ukrainian and Russian languages, as these skills will facilitate communication with local suppliers and stakeholders. Proficiency in other languages may be considered an asset but is not required.

Additional Notes:
The Procurement Officer position is a full-time role based in Kyiv, Ukraine. The successful candidate will be expected to work irregular hours as needed and may be required to handle tasks in an insecure environment. The position may involve direct purchases and reconciliation with the finance team, ensuring that all procurement actions comply with NRC standards.
