Job Overview:
The Programme Analyst position within the Programme Compliance and Quality Assurance Unit (PC&QAU) at UNFPA Ukraine is pivotal in supporting the monitoring, reporting, and compliance processes across the organization's portfolio. This role is designed for individuals who possess strong analytical skills and a background in programme management. The Programme Analyst will work closely with both programme and operations teams to enhance programme performance tracking, ensure data quality, and maintain alignment between planning, implementation, and reporting. The position requires collaboration with implementing partners and stakeholders to facilitate effective programme delivery and to support evidence-based decision-making. The Programme Analyst will report directly to the UNFPA Programme Specialist, Head of PC&QA, and will play a crucial role in ensuring that UNFPA's activities are implemented effectively and in accordance with established policies and procedures.

Duties and Responsibilities:
The Programme Analyst will be responsible for a variety of tasks aimed at supporting the implementation of the country programme and its component projects. Key responsibilities include:
  • Strengthening programme monitoring, reporting, and compliance processes to ensure alignment with government priorities and UNFPA policies.
  • Analyzing programme performance and operational contexts to identify risks, gaps, and areas needing corrective actions.
  • Integrating policy and procedural requirements into programme implementation to ensure consistency with UNFPA frameworks.
  • Managing and overseeing implementing partners, including monitoring performance against workplans, reviewing reports for compliance, and identifying risks related to implementation.
  • Supporting the development and application of internal tools and standard operating procedures for compliance and quality assurance.
  • Facilitating coordination between programme, operations, and stakeholders to ensure coherence in planning and reporting.
  • Contributing to knowledge management practices by documenting lessons learned and supporting capacity-building efforts for programme teams and partners.
  • Preparing programme documentation and analytical inputs for advocacy and resource mobilization, ensuring accuracy and consistency.

Required Qualifications:
Candidates must possess an advanced degree in health, population, demography, or a related social science discipline. Additionally, they should have at least two years of professional experience in development and population activities, with a strong background in programme/project management. Experience in managing large multi-sector projects, designing proposals, and liaising with project partners is essential. Proven experience in coordinating multidisciplinary teams, drafting and implementing legislation, and field experience are considered assets. Prior experience within the UN system is also advantageous.

Educational Background:
The educational requirement for this position is an advanced degree in a relevant field such as health, population, demography, or other related social sciences. This educational background is crucial for understanding the complexities of population dynamics and reproductive health issues that UNFPA addresses.

Experience:
The position requires a minimum of two years of professional experience in the field of development and population activities. Candidates should have experience in programme/project management, particularly in large multi-sector projects, and should be adept at designing and appraising proposals. Experience in coordinating and managing a multi-disciplinary team is essential, as is familiarity with the UN system and its operational frameworks.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of other official UN languages is considered desirable, as it may enhance communication and collaboration within the UN system and with international partners.
