Job Overview:
The Principal Integrity Officer position is a critical role within the Investigations Division of the Office of Anticorruption and Integrity at ADB. This position is responsible for leading and conducting thorough assessments and investigations into allegations of misconduct involving ADB staff, including serious issues such as bullying, harassment, sexual harassment, and retaliation, as well as integrity violations like fraud, corruption, collusion, abuse, and conflicts of interest. The Principal Integrity Officer will play a vital role in contributing to institutional learning, policy development, and knowledge sharing to enhance integrity within ADB. The role requires a proactive approach to managing complex investigations, exercising sound judgment in ambiguous situations, and ensuring high-quality reporting and recommendations to various stakeholders within the organization. The successful candidate will also engage in capacity development and outreach efforts to promote awareness of integrity principles and procedures among staff and partners.

Duties and Responsibilities:
The Principal Integrity Officer will have a comprehensive set of responsibilities, including:
  • Leading assessments and investigations into alleged staff misconduct and integrity violations, adhering to ADB's Investigation and Enforcement Framework and Code of Conduct.
  • Managing complex investigations, developing structured investigative plans, conducting legal and documentary analysis, interviewing witnesses, and producing high-quality reports.
  • Presenting well-reasoned recommendations to relevant departments and assuming accountability for investigation outcomes.
  • Contributing to the preparation and updating of internal investigation procedures and integrity policies, collaborating with various offices within ADB.
  • Participating in outreach activities to share knowledge and promote integrity principles, including training and staff development initiatives.
  • Overseeing and mentoring junior team members, providing constructive feedback, and supporting their professional growth.
  • Promoting a team culture that adheres to the highest ethical standards and accountability in daily tasks.
  • Performing additional assignments that support ADB's anticorruption and integrity mission as required.

Required Qualifications:
Candidates for the Principal Integrity Officer position must possess a Master's degree or equivalent in a relevant field such as law, corporate governance, criminal justice, ethics, behavioral psychology, or human resources. Alternatively, a Bachelor's degree combined with at least 5 years of specialized experience relevant to the position may be considered. Professional certifications such as Juris Doctor (JD), Certified Fraud Examiner (CFE), or Certified Public Accountant (CPA) are preferred, particularly those related to investigations, ethics, or anti-corruption.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent from an accredited institution in a relevant field. Candidates with a Bachelor's degree and significant specialized experience may also be considered. The focus is on fields that provide a strong foundation for understanding legal, ethical, and governance issues relevant to the role.

Experience:
The ideal candidate should have at least 10 years of relevant experience, particularly in investigative work related to misconduct, sexual exploitation, abuse and harassment (SEAH), fraud, corruption, and other integrity-related violations. Additionally, at least 6 years of supervisory experience or demonstrated leadership in overseeing the work of others is required. Experience with multilateral development organizations or familiarity with international administrative investigation procedures is considered an advantage, as it aligns with ADB's operational context.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within ADB. Additionally, fluency in a language spoken in ADB's developing member countries is considered beneficial, as it may enhance communication and collaboration with diverse stakeholders.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
