Job Overview:
The Investment Officer (Blended Finance) position is a critical role within the Guarantees and Syndications Unit of the Private Sector Operations Department at ADB. The officer will be responsible for providing analytical support and assistance to fund managers, particularly for the Canadian Climate and Nature Fund for the Private Sector in Asia (CANPA). This role involves analyzing and structuring blended concessional finance transactions, coordinating with various teams to ensure effective project due diligence, and managing financial models related to these projects. The officer will also be involved in fund management, preparing internal documentation, and ensuring compliance with reporting requirements. Additionally, the role includes marketing and knowledge sharing, where the officer will help build case studies and prepare presentations to engage with donors and stakeholders in the private sector financing landscape. The position requires a proactive approach to problem-solving and collaboration with various teams to achieve ADB's mission of fostering prosperity in Asia.

Duties and Responsibilities:
The Investment Officer (Blended Finance) will have a comprehensive set of responsibilities, including:
  • Project Structuring and Processing: Analyze, structure, and coordinate blended concessional finance or syndication transactions. Draft and review documentation such as concessional financing applications, term sheets, and loan agreements. Support fund managers and deal teams with project due diligence and risk analysis, interfacing with credit, safeguards, integrity, legal, and other teams as necessary. Build and analyze financial models for projects benefiting from blended concessional finance. Calculate assessments of grant equivalence of concessional finance and prepare pricing benchmark comparisons.
  • Fund Management and Administration: Prepare and review internal documentation for managing CANPA and other funds, ensuring compliance with donor reporting requirements. Maintain financial models and projections for CANPA and manage capital calls and repayments. Collaborate with the portfolio management division to support daily operations, administration, monitoring, and risk management of co-financed projects. Manage ADB's private sector blended concessional finance database and reporting obligations.
  • Marketing & Knowledge Sharing: Build and maintain case studies of ADB's blended concessional finance activities for dissemination. Conduct research and prepare presentations on initiatives and discussions with donors regarding private sector engagement in infrastructure and climate financing. Update the PSOD website for blended finance operations.

Required Qualifications:
To be considered for the Investment Officer (Blended Finance) position, candidates must possess the following qualifications: A Bachelor's degree in management, finance, or a related field is required, with advanced training preferred. Candidates should have at least 8 years of relevant work experience, ideally in commercial banking, consulting, climate finance, or international accounting. Strong analytical skills are essential, including the ability to conduct sectoral and company financial analysis. Proficiency with relevant software tools, including Microsoft Word and web platforms such as SharePoint and Power BI, is necessary. Experience in building or analyzing corporate and project finance financial models is also required. The ability to work collaboratively as a constructive team member is crucial, along with written and verbal proficiency in English.

Educational Background:
The educational background required for the Investment Officer (Blended Finance) position includes a Bachelor's degree in management, finance, or a related field. Candidates with advanced training or additional qualifications in finance or related disciplines will be preferred, as this role demands a strong understanding of financial principles and practices relevant to blended finance and investment operations.

Experience:
Candidates for the Investment Officer (Blended Finance) position should have a minimum of 8 years of relevant work experience. This experience should preferably be in sectors such as commercial banking, consulting, climate finance, or international accounting. Languages:

This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The renewal of the appointment is subject to the availability of funding sources.
