Job Overview: The National Prevention Coordinator will play a pivotal role in implementing the Pola Puipui Prevention Framework in Samoa, which aims to prevent gender-based violence (GBV) and promote early intervention strategies. This consultancy position is crucial for enhancing the work of the Prevention and Early-Intervention Team (PEIT) within the Ministry of Women, Community, and Social Development (MWCSD). The coordinator will provide strategic leadership, develop and manage prevention initiatives, oversee operational resource management, and foster collaboration among various stakeholders. The role requires a comprehensive understanding of the context of violence against women and girls in the Pacific, as well as the ability to integrate efforts across humanitarian and development sectors. The successful candidate will work closely with government and non-government partners to ensure the effective implementation of the framework's objectives, ultimately contributing to the reduction of violence against women and girls in Samoa.
Duties and Responsibilities: The consultant’s responsibilities will include:
Facilitating the effective implementation of priorities and activities under the Pola Puipui Framework, including developing annual work plans and a detailed implementation plan.
Leading the development of key prevention, early intervention, and response initiatives, ensuring a holistic approach that integrates GBV, child protection, and disability.
Ensuring coherence and strong governance among civil society, government, and private sector stakeholders, overseeing work planning for the PEIT, and providing comprehensive reporting on progress and results.
Building and maintaining relationships with diverse stakeholders to raise awareness of and promote engagement with the Framework, including coordinating governance meetings and documenting outcomes.
Supporting the work of the PEIT by providing leadership and direction, enhancing their capacity in planning, communication, training, and evaluation. The total assignment is expected to be completed within 12 months, not exceeding 210 working days, with specific tasks allocated to each phase of the project.
Required Qualifications: The position requires an advanced university degree (Master’s Degree or equivalent) in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree (Bachelor’s degree) in similar fields, combined with an additional 2 years of qualifying experience, will also be accepted. Other formal education relevant to the assignment will be considered an advantage. Candidates must demonstrate proven gender experience working with national stakeholders in coordinating or implementing strategic plans or programs for gender equality, with a minimum of 5 years of experience for those with a Master’s degree or 7 years for those with a Bachelor’s degree. Additionally, candidates should have at least 3 years of proven work experience in the area of ending violence against women and girls (EVAWG) in Samoa, along with experience in project management, report writing, and documentation.
Educational Background: Candidates must possess an advanced university degree (Master’s Degree or equivalent) in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree (Bachelor’s degree) in similar fields, combined with an additional 2 years of qualifying experience, will also be accepted. Other formal education relevant to the assignment will be considered an advantage, enhancing the candidate's profile for this consultancy role.
Experience: The position requires a minimum of 5 years of proven gender experience working with national stakeholders in coordinating or implementing strategic plans or programs for gender equality, with a minimum of 3 years of proven work experience specifically in the area of EVAWG in Samoa. Candidates should have experience working with diverse stakeholders, demonstrating sensitivity and inclusivity, as well as proven experience in brokering partnerships and relationships with civil society and government. Experience in project management, report writing, and documentation is essential, along with a background in working with international organizations, particularly UN agencies, which is considered an asset.
Languages: Fluency in English is mandatory, and a working knowledge of Samoan is required. This bilingual capability is essential for effective communication and engagement with local stakeholders and communities, ensuring that the initiatives are culturally relevant and accessible to the target populations.

The consultant will be responsible for delivering outputs such as monthly reports on tasks performed, a mid-term progress report, and a comprehensive 12-month progress report. The consultant is expected to have their own laptop, cell phone, internet access, and communication equipment. Payments will be made monthly upon receipt and approval of deliverables, and the consultant's performance will be evaluated based on various criteria including timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The position does not involve travel unless agreed upon in advance, and all travel costs will be covered by UN Women.
