Job Overview:
The consultant will serve as a technical core member of the RMNCAH – Health Systems Strengthening Team within the WHO Philippines office. This role involves leading the coordination of activities and maintaining day-to-day communications with the Department of Health (DOH) and its attached agencies, as well as with other UN agencies involved in the Joint Program for the Advancement of Reproductive and Adolescent Health (JPARAP). The consultant will ensure that the RMNCAH initiatives are integrated into the health systems and aligned with the strategies of the DOH. The position requires a proactive approach to liaising with various stakeholders, including government agencies, academic institutions, and development partners, to facilitate the successful implementation of health programs and projects.

Duties and Responsibilities:
  • Overall coordination for the integration of WHO RMNCAH initiatives and JPARAP project activities at the national level, directly liaising with DOH. This includes developing monthly work plans and strategies for successful integration and collaboration with relevant national government units and academic institutions.
  • Ensure ongoing liaison between the WHO Philippine Country Office JPARAP team and relevant sections of the DOH, as well as development partners, NGOs, and CSOs. This involves facilitating coordination on national initiatives and reporting regularly on project status and progress.
  • Provide guidance on aligning project activities with DOH's Omnibus Health Guidelines and the overall Universal Health Care (UHC) strategy. This includes offering technical advice to the RMNCAH-HSS Team and attending project-related meetings to provide necessary inputs.

Required Qualifications:
Essential qualifications include a Bachelor's degree in any allied health course from a WHED recognized university. Desirable qualifications include a diploma or master's degree in a relevant field. Candidates should have at least 5-10 years of experience in health program and project management, particularly in the RMNCAH field, and familiarity with the local healthcare delivery system in the Philippines. Knowledge of UN systems and procedures, as well as experience in policy implementation and monitoring, is also essential.

Educational Background:
Candidates must possess a Bachelor's degree in an allied health course from a recognized institution. A diploma or master's degree in a relevant field is desirable, indicating a higher level of education that aligns with the responsibilities of the position.

Experience:
The position requires a minimum of 5-10 years of experience in health program and project management. Candidates should have prior experience working in the RMNCAH field, either with government or non-government entities, and should be familiar with national-level health initiatives involving multiple programs, particularly in coordination, health policy, governance, and strategic information.

Languages:
Expert knowledge of both written and spoken English is essential. Intermediate knowledge of Korean and Filipino languages is required, while the ability to communicate in other Filipino languages such as Bisaya, Tagalog, or Ilocano is considered an added advantage.

Additional Notes:
The expected duration of the contract is 11 months, and the consultant will be required to travel to different JPARAP sites as needed. The remuneration for the position is to be determined.
