Job Overview: The Associate Finance & Budget Officer plays a crucial role within the Regional Integration and Trade Division (RITD) of ECA, focusing on budget management and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis. This position involves reviewing and finalizing medium-term plans, preparing and analyzing budget proposals, and ensuring compliance with programmatic aspects. The officer will provide support to project processes, monitor budget implementation, and assist in the preparation of budget performance submissions. The role requires a proactive approach to problem-solving and the ability to analyze data for informed decision-making. The officer will also contribute to the collection and analysis of data, providing insights for planning and reporting purposes.
Duties and Responsibilities: The Associate Finance & Budget Officer will be responsible for a variety of tasks, including:
Reviewing and finalizing the preparation of the medium-term plan based on departmental submissions and recommendations from the Project Management body.
Providing advice and support to expert bodies in their review of the medium-term plan.
Ensuring project agreements are accurately translated into program budgets.
Assisting in the finalization of cost estimates and budget proposals, ensuring compliance with program plans.
Monitoring budget implementation and recommending reallocations as necessary.
Preparing allotments and ensuring appropriate expenditures.
Reviewing budget performance reports and analyzing variances between approved budgets and actual expenditures.
Keeping up-to-date with relevant documents and guidelines to ensure compliance with Steering Committee recommendations.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or Doctorate) in business administration, finance, or related fields. Alternatively, a first-level degree (Bachelor’s) with two additional years of relevant work experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of budgetary processes and financial management.
Educational Background: An advanced university degree (Master’s or Doctorate) in business administration, finance, or related fields is required. A first-level degree (Bachelor’s) in specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or related fields is advantageous.
Experience: A minimum of two years of progressively responsible experience in finance, administration, budget, or business administration is required. Candidates should have experience working with multiple internal and external clients as a finance and budget service provider. Experience in supporting senior management with budget proposals and reporting is desirable, as is experience in an executive office setting within the United Nations or similar international organizations. Additional experience in data analytics is also desirable.
Languages: Fluency in one of the working languages of the UN Secretariat, English or French, is required, with knowledge of the other being desirable. Knowledge of another UN official language is considered an advantage.
Additional Notes: This position is categorized as a National Professional Officer role, requiring candidates to be nationals of Ethiopia or residing within commuting distance of the office. If no suitable local candidates are found, Ethiopian nationals living abroad may be considered, with the candidate responsible for travel and relocation costs.
