Job Overview:
The Intersectional Procurement Manager (IPM) is responsible for defining and implementing the procurement strategy that addresses the common needs of all operational centers (OCs) present in Lebanon. The primary goal of this position is to enhance the availability and quality of goods and services while optimizing procurement efforts to achieve cost savings without compromising quality. The IPM will work to simplify category management and prevent competition among the OCs, ensuring a consistent procurement approach across the MSF movement. This role requires harmonizing procurement methodologies, practices, tools, and processes in compliance with MSF protocols, standards, and procedures. The IPM will also engage with various stakeholders to align procurement strategies with operational needs and ensure effective supplier management.

Duties and Responsibilities:
  • Conduct a comprehensive spend assessment to identify priority categories and develop an implementation roadmap based on historical spend, budget forecasts, and aligned needs from the Intersectional Procurement Steering Committee and procurement focal points.
  • Perform procurement activities for each category managed at the intersectional level, including gathering needs from OCs, conducting market assessments, and leading the sourcing and supplier selection process.
  • Establish contracts or agreements to ensure uninterrupted operations and manage supplier relationships to guarantee the quality of products and services.
  • Monitor intersectional procurement activities, including contracts, savings, lead times, and supplier performance, while providing technical support and coaching to OC staff to promote procurement best practices.
  • Facilitate collaboration between procurement stakeholders and OC focal points, ensuring alignment on procurement strategies and objectives, and conducting regular meetings with the Intersectional Procurement Steering Committee.
  • Train and build capacity for the Supply Team and technical referents related to procurement tools, while ensuring timely communication on issues and updates related to intersectional procurement activities.

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a proven track record in procurement management. They should demonstrate the capacity to work collaboratively with diverse teams and stakeholders, and have a solid understanding of procurement processes and best practices. Additionally, candidates should be adept at managing supplier relationships and negotiating contracts effectively. A strong commitment to MSF's humanitarian principles and values is essential.

Educational Background:
A bachelor's degree in supply chain management, business administration, or a related field is required. A master's degree or professional certification in procurement or logistics is preferred, as it demonstrates a higher level of expertise and commitment to the field.

Experience:
Candidates should have a minimum of 5 years of experience in procurement or supply chain management, preferably within a humanitarian or international development context. Experience working with diverse teams and managing complex procurement processes is essential, as is familiarity with the specific challenges faced in emergency response situations.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is highly desirable. Knowledge of French or other languages relevant to the operational context is considered an asset, as it enhances communication with local suppliers and stakeholders.
