Job Overview: As a Project Officer at ADB, you will play a crucial role in managing and administering projects related to loans, grants, and technical assistance (TA) within the Agriculture, Food, Nature, and Rural Development Sector Office. Your responsibilities will include pipeline management, portfolio management, project administration, and budget preparation and monitoring. You will be expected to contribute to the effective management of the team's lending and non-lending pipeline, ensuring that all project data is accurate and up-to-date. Additionally, you will analyze sector portfolio performance and provide guidance to team members, ensuring that project administration issues are addressed promptly. Your role will also involve preparing analytical reports and presentations, coordinating with project teams, and supporting project administration for assigned loans and grants. You will be expected to participate in project missions and contribute to the preparation of project completion reports, ensuring that all documentation meets ADB's standards and guidelines.
Duties and Responsibilities:
Contribute to pipeline management by organizing and maintaining the team's lending and non-lending pipeline database, monitoring achievements against targets, and coordinating with project teams to verify data accuracy.
Develop and maintain a database of key performance indicators and project administration issues, preparing consolidated portfolio management reports.
Analyze sector portfolio performance and provide guidance to team members on project administration workload.
Monitor and review project performance indexes and ensure quality in Project Performance Reports.
Prepare portfolio analysis reports in Excel and presentation format for effective communication.
Support project administration for assigned loans, grants, and TAs, including processing change memos and providing guidance to executing agencies on ADB guidelines.
Participate in project missions and contribute to mission reports and project completion documentation.
Undertake quality reviews of project processing documents and provide guidance to project processing teams.
Monitor budget utilization and ensure efficient resource use, leading knowledge management initiatives for the team. 1
Mentor junior staff and perform other duties as assigned.
Required Qualifications:
Bachelor's degree in finance, business administration, or related fields; advanced training is preferred.
At least 8 years of relevant professional experience, with a background in agriculture and natural resources being beneficial.
Knowledge of multilateral organization policies in project processing, administration, and accounting.
Strong analytical skills with the ability to research and reconcile data from various sources.
Excellent oral and written communication skills in English.
Ability to work collaboratively in teams and guide administrative staff effectively.
Educational Background: A Bachelor's degree in finance, business administration, or related fields is required for this position. Candidates with advanced training or additional qualifications in relevant areas will be preferred, as this will enhance their ability to perform the duties associated with the role effectively.
Experience: Candidates must have a minimum of 8 years of relevant professional experience. Experience in the agriculture and natural resources sector is advantageous, as it will provide valuable context for the projects managed by the Project Officer. Familiarity with the policies and procedures of multilateral organizations is also essential for success in this role.
Languages: Proficiency in English is mandatory, with strong oral and written communication skills required. Knowledge of additional languages may be considered an asset, particularly if it relates to the regions in which ADB operates.
