Job Overview: The position of Consultant on Domestic Workers Rights involves conducting a comprehensive legal and policy review of existing frameworks related to domestic work in Djibouti. The consultant will analyze the impact of these frameworks on domestic workers, particularly focusing on migrant workers. The role requires the consultant to produce a baseline assessment report that outlines findings and recommendations for improving the legal protections and working conditions of domestic workers. The consultant will engage with various stakeholders, including government institutions, civil society organizations, and domestic worker associations, to gather insights and validate findings. This position is crucial in addressing the vulnerabilities faced by domestic workers, especially women, and aims to promote their rights and well-being.
Duties and Responsibilities:
Conduct a thorough legal and policy review of existing frameworks related to domestic work in Djibouti, assessing alignment with international standards such as ILO Convention No. 189 and the International Covenant on Economic, Social and Cultural Rights.
Map institutional mandates and operational capacities, including the Ministry of Labor and labor inspection systems.
Identify key vulnerabilities faced by migrant domestic workers, including unregulated employment, gender-based violence, and lack of formal contracts.
Facilitate consultations with government institutions, domestic worker organizations, and civil society stakeholders to gather feedback and validate findings.
Develop evidence-based recommendations for legal and policy reforms, improved law enforcement, and enhanced protections for domestic workers.
Create guidelines or tools to improve labor inspections in private households and enhance access to justice.
Provide targeted recommendations to stakeholders to strengthen national systems promoting decent work conditions for domestic workers.
Support awareness-raising efforts by developing materials and messages for employers and the public regarding labor rights and ethical hiring practices.
Finalize a comprehensive report with concrete conclusions to inform national policy discussions and future UN Human Rights Office programs.
Required Qualifications: • A Bachelor's degree or higher in law, political science, international relations, social sciences, or a related field is required. • If holding a Bachelor's degree, at least four years of progressively responsible professional experience in human rights, political affairs, international relations, law, or a related field is required. • If holding a Master's degree or higher, at least two years of progressively responsible professional experience in the same fields is required. • Experience conducting research on human rights issues related to marginalization and discrimination is desirable. • Experience in Djibouti is required.
Educational Background: The position requires a minimum of a Bachelor's degree in law, political science, international relations, social sciences, or a related discipline. A Master's degree or higher is preferred and may reduce the required years of experience.
Experience: The level of experience required varies based on educational qualifications. Candidates with a Bachelor's degree must have at least four years of relevant professional experience, while those with a Master's degree need a minimum of two years. Experience in conducting research on human rights issues, particularly regarding marginalized groups, is highly valued, and prior experience in Djibouti is mandatory.
Languages: Fluency in French, both oral and written, is mandatory for this position. Knowledge of other local languages is considered an asset, enhancing communication with various stakeholders in Djibouti.
