Job Posting Organization:
The Initiative for Climate Action Transparency (ICAT) was established in 2015 during the COP that adopted the Paris Agreement. Its mission is to support the implementation of the Enhanced Transparency Framework of the Agreement. ICAT provides tailored support and practical tools to countries, enabling them to build robust transparency frameworks essential for effective climate action that aligns with national development priorities. The organization operates in multiple countries, focusing on enhancing transparency frameworks for mitigation, adaptation monitoring, and tracking progress in implementing nationally determined contributions (NDCs).

Job Overview:
The Transport Expert will play a crucial role in supporting Botswana in planning, measuring, managing, and tracking the implementation of its NDC mitigation actions and expected greenhouse gas (GHG) impacts. This position involves developing frameworks for emissions projections, impact assessments, and a data collection and management system for the NDC. The expert will work closely with national coordinators and technical consultants to ensure the successful completion of project outputs. The role requires a deep understanding of the transport sector and its policies, as well as the ability to assess and quantify GHG impacts of selected policies. The expert will also be responsible for developing technical guidance for tracking NDC policies and measures, conducting training programs, and facilitating stakeholder consultations to validate methodologies and indicators.

Duties and Responsibilities:
The Transport Expert will undertake a full-time assignment with the following responsibilities:
  • Assess GHG impacts of selected policies and measures using ICAT methodologies, including identifying significant policies for NDC targets and conducting GHG policy impact assessments.
  • Develop a framework for emissions projections in the Energy and Transport sectors, including capacity building and technical assistance on modeling tools.
  • Create an NDC tracking framework for the selected sectors, mapping existing indicators and identifying new ones.
  • Conduct training programs for stakeholders on tracking templates and technical guidance.
  • Facilitate stakeholder consultation workshops to validate activities and methodologies.
  • Support project closure activities, including final validation workshops and communication materials preparation. The expert will ensure that all deliverables are completed to the satisfaction of UNEP-CCC and the National Focal Point in Botswana.

Required Qualifications:
The position requires an advanced university degree (Master’s or equivalent) in fields such as natural sciences, transport planning/engineering, civil engineering, environmental science, urban planning, or economics. Postgraduate studies or specialization in climate change, sustainable transport, or related disciplines are highly preferred. Candidates must have a minimum of 5 years of professional experience in climate change mitigation, sustainable transport systems, and Measurement, Reporting, and Verification (MRV) within the context of the Paris Agreement's Enhanced Transparency Framework. Experience in transport policy analysis, planning, and the development of sustainable mobility strategies is essential. Proven ability in GHG emissions modeling and scenario analysis specific to the transport sector is required, along with experience working closely with Botswana's energy and transport sectors.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as natural sciences, transport planning/engineering, civil engineering, environmental science, urban planning, or economics. Additional postgraduate studies or specialization in climate change, sustainable transport, or related disciplines are highly preferred, indicating a strong academic foundation in the relevant areas.

Experience:
The position requires a minimum of 5 years of professional experience focused on climate change mitigation and sustainable transport systems. Candidates should have demonstrated experience in the transport sector, including expertise in transport policy analysis, planning, and the development or assessment of sustainable mobility strategies. Experience in formulating, implementing, or monitoring Nationally Determined Contributions (NDCs) is also essential, particularly with a focus on transport sector components and mitigation measures. Proven ability in GHG emissions modeling and quantification, specifically applied to the transport sector, is required.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. This proficiency is essential for effective communication and documentation of project deliverables and interactions with stakeholders.

Additional Notes:
The position is expected to last for 9 months and may involve remote work or work based in Gaborone, Botswana. The consultant will work under the technical supervision of UNEP-CCC and the National Focal Point in Botswana.
