Job Posting Organization: The OSCE Mission in Kosovo was established to support the development of a comprehensive legal, strategic, and policy framework for youth in Kosovo. The mission aims to enhance the capacities of youth organizations and government bodies to address the diverse needs of young people. The organization operates in Kosovo and focuses on various aspects of youth development, including civic participation, social inclusion, and economic empowerment. Job Overview: The OSCE Mission in Kosovo is seeking a local consultant with a strong legal background and professional experience in youth policy development to implement a capacity-building program for youth structures. This role is crucial in supporting the Mission's objective of enhancing skills and competencies for inclusive public participation among youth organizations and government representatives. The consultant will be responsible for developing a tailored capacity-building program based on a comprehensive needs assessment and the Mission's guidance document. The consultant will engage with up to 30 representatives from youth structures, youth civil society organizations (CSOs), and the Ministry of Culture, Youth and Sport (MCYS) to ensure effective implementation of the program. The consultant's work will contribute to the overall goal of strengthening the newly established youth structures in Kosovo, following the adoption of the new Law on Youth and related regulations.
Duties and Responsibilities: The consultant will be tasked with developing a capacity-building program tailored to the needs of youth structures, conducting workshops for youth CSOs and municipal representatives, and drafting a final activity report. Specific responsibilities include:
Developing a comprehensive capacity-building program based on the Mission’s guidance document.
Conducting capacity-building workshops for youth CSOs and representatives from municipal and central government bodies on the youth legal framework.
Delivering two two-day capacity-building trainings for up to 15 representatives in each session.
Conducting ex-ante and ex-post evaluations of the beneficiaries to assess the effectiveness of the training.
Submitting a final report detailing the outcomes of the capacity-building program to the Activity Manager by the specified deadlines.
Required Qualifications: Candidates must possess an advanced university degree in Political Science, Social Sciences, Public Administration, Law, Youth Studies, or other relevant fields. Additionally, they should have at least six years of professional experience in policy development focused on youth development, civic participation, social inclusion, and economic empowerment. A minimum of five years of experience in the civil society sector, particularly in capacity-building, is also required. Candidates should have in-depth knowledge of the new legal framework applicable to the youth sector, including the Strategy on Youth 2024-2030 and the Concept Document on Youth, as well as applicable international norms such as UNRES 225
Strong analytical and research skills, the ability to produce high-quality reports with actionable recommendations, and excellent communication skills are essential.
Educational Background: The position requires an advanced university degree in relevant fields such as Political Science, Social Sciences, Public Administration, Law, or Youth Studies. A Bachelor's Degree (first-level university degree or equivalent) is the minimum educational requirement, but a higher degree is preferred to ensure a comprehensive understanding of the complexities involved in youth policy development and capacity building.
Experience: Candidates should have a minimum of six years of professional experience in policy development, specifically focusing on youth development and civic participation. Additionally, at least five years of experience in the civil society sector with a focus on capacity-building is required. This experience should demonstrate the candidate's ability to work in complex, multi-stakeholder project environments and their familiarity with the legal frameworks and policies affecting youth.
Languages: Fluency in both Albanian and English is mandatory for this position. Knowledge of the Serbian language is considered an asset, as it may facilitate communication with a broader range of stakeholders in the region. Proficiency in these languages is essential for conducting workshops, preparing reports, and engaging with various youth structures and government representatives.
Additional Notes: The consultant will be hired for a duration of 10 working days, with specific deliverables and deadlines outlined in the job description. The remuneration package will be based on the consultant's qualifications and experience, as well as the tasks and deliverables associated with the position, in accordance with the OSCE's established rates.
