Job Posting Organization:
The Initiative for Climate Action Transparency (ICAT) was established in 2015 during the COP that adopted the Paris Agreement. Its mission is to support countries in implementing the Enhanced Transparency Framework of the Agreement. ICAT provides tailored support, practical tools, and methodologies to help countries build robust transparency frameworks that align with national development priorities. The organization operates in multiple countries, focusing on enhancing transparency frameworks for climate action, monitoring and evaluation for adaptation, and tracking progress in implementing nationally determined contributions (NDCs).

Job Overview:
The Energy Expert position is designed to support Botswana in planning, measuring, managing, and tracking the implementation of its NDC mitigation actions and expected greenhouse gas (GHG) impacts. The role involves establishing frameworks for emissions projections, impact assessments, and a comprehensive data collection and management system for the NDC. The expert will work closely with national coordinators and technical consultants to ensure the successful completion of project outputs and deliverables. The focus will be on the Energy and Transport sectors, with an emphasis on developing tailored tools and frameworks to measure and project GHG impacts from climate interventions outlined in Botswana's NDC. The expert will also be responsible for conducting assessments, developing technical guidance, and facilitating stakeholder engagement to ensure effective implementation of the NDC tracking framework.

Duties and Responsibilities:
The Energy Expert will undertake a full-time assignment with a range of responsibilities, including:
  • Inception Phase: Conducting a stocktaking exercise to assess the current status of data collection, institutional arrangements, and key priorities for the Measurement, Reporting, and Verification (MRV) system in the Energy and Transport sectors.
  • Activity 1: Assessing GHG impacts of selected policies and measures using ICAT methodologies, identifying significant policies, conducting GHG policy impact assessments, and supporting the project team in workshops.
  • Activity 2: Developing a framework for emissions projections, organizing training workshops, identifying policies for GHG emissions projections, and coordinating working group sessions.
  • Activity 3: Developing technical guidance for tracking NDC policies, mapping existing indicators, identifying new indicators, and planning training programs for stakeholders.
  • Activity 4: Supporting project closure activities, including validation workshops and communication materials preparation. The expert will work under the technical supervision of UNEP-CCC and the National Focal Point in Botswana, ensuring compliance with project deliverables.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as Engineering, Environmental Science, Energy Policy, Economics, or Natural Sciences. Postgraduate studies or specialization in climate change or sustainable energy systems are highly preferred. Additionally, a minimum of 5 years of professional experience in climate change mitigation, energy systems analysis, and Measurement, Reporting, and Verification (MRV) is required, particularly within the context of the Paris Agreement's Enhanced Transparency Framework. Experience in energy policy analysis, development, or implementation, especially related to transport sector energy consumption, is a significant advantage. Candidates should also demonstrate experience in formulating, implementing, or monitoring NDCs, with a focus on energy sector components being highly desirable.

Educational Background:
The position requires an advanced university degree (Master’s or equivalent) in relevant fields such as Engineering, Environmental Science, Energy Policy, Economics, or Natural Sciences. Additional postgraduate studies or specialization in climate change, sustainable energy systems, or related disciplines are highly preferred, indicating a strong academic foundation in the necessary areas of expertise.

Experience:
Candidates should have a minimum of 5 years of professional experience focused on climate change mitigation, energy systems analysis, and Measurement, Reporting, and Verification (MRV). This experience should be particularly relevant to the Enhanced Transparency Framework of the Paris Agreement. Demonstrated experience in energy policy analysis, development, or implementation is essential, with specific experience in transport sector energy consumption and mitigation strategies being a significant advantage. Proven ability in GHG emissions modeling and scenario analysis, especially applied to the energy sector, is also required.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The position is expected to last for 10 months and may involve remote work or work based in Gaborone, Botswana. The consultant will work under the technical supervision of UNEP-CCC and the National Focal Point in Botswana. International travel may be assessed on an ongoing basis for this consultancy.
