Job Overview: The Health Information Management Officer will play a crucial role in coordinating and implementing health sector and health emergency response activities in Lebanon. This position involves collaboration with various stakeholders, including the Health Sector Coordination, Emergency Programme, and technical teams at different levels. The incumbent will be responsible for enhancing the capacity of the WHO Country Office in Lebanon by utilizing up-to-date information management tools and packages, such as the Public Health Information Management Toolkit. The officer will engage with local authorities, UN partners, NGOs, and non-health actors to facilitate multi-dimensional information management processes, including data collection, analysis, and information sharing. The role is vital for supporting evidence-based decision-making and ensuring the effective functioning of the health information system.
Duties and Responsibilities: The Health Information Management Officer will be tasked with the timely and high-quality collection, analysis, production, and dissemination of data and information through established systems. Key responsibilities include updating response-specific information (3Ws, 4Ws, 5Ws), generating internal and external sector/cluster situation reports (SitReps), participating in rapid humanitarian and health needs assessments, and conducting health risk assessments. The officer will provide information management input for inter-sector initiatives, particularly with OCHA, to improve information sharing and strengthen access to information from various organizations. Additionally, the officer will offer technical input to the Ministry of Public Health (MoPH) and health partners, focusing on capacity building in data management and visualization. The role also involves preparing and distributing public health-related information through reports and dashboards, generating country-specific common data standards, maintaining the Health Resources Availability Mapping System (HeRAMS) database, and undertaking field missions to assess regional-level priorities and needs.
Required Qualifications: The ideal candidate should possess a strong understanding of complex information system projects, computer-based applications, and databases. They must demonstrate the ability to conduct data collection and analysis using various methods, apply sound judgment in assignments, and manage conflicting priorities. Knowledge of health situation analysis, survey conduct, and management of datasets is essential. Familiarity with health statistical informatics, indicator development, and the use of statistical products in decision-making processes is also required.
Educational Background: Candidates must have a university degree in information management, engineering, public health, epidemiology, or computer sciences. A postgraduate degree in information management, geographic information systems, or public health is desirable.
Experience: A minimum of 2 years of relevant experience in information management, needs assessment, data management, and information dissemination in the public health sector or health development sector is essential. Experience in emergency management or humanitarian contexts is also required. Desirable experience includes working with WHO, other UN agencies, or relevant non-governmental organizations, particularly in developing countries.
Languages: Excellent knowledge of English and Arabic is mandatory. Proficiency in additional languages is considered an asset.
