Job Posting Organization:
The UNDP Istanbul Regional Hub for Europe and Eurasia (IRH) serves as an advisory hub that provides policy and programmatic support to UNDP’s development activities. Established to assist Country Offices in developing country-level initiatives, the IRH also implements regional-level projects in collaboration with a diverse range of partners. The hub has been operational since 2024 and is currently leading the 'Greening the Future: Advancing Rights and Stability' project, funded by the Government of Denmark. This project is being implemented in two Eastern Partnership Countries, Georgia and Moldova, and has a total budget of approximately 13.2 million US Dollars. The IRH focuses on enhancing democratic governance, regional cooperation, and the capacities of civil society organizations, among other objectives.

Job Overview:
The Project Assistant (PA) plays a crucial role in supporting the administrative and financial services of the Greening the Future Project. Reporting directly to the Regional Project Manager, the PA is responsible for ensuring high-quality service delivery, which includes accurate and timely documentation and data management. The PA's work is essential for the effective implementation of the project, which involves collaboration with colleagues from the implementing Country Offices and the Istanbul Regional Office. The position requires a strong understanding of UNDP rules and regulations, as well as the ability to manage project data and support program implementation effectively. The PA will also be involved in various aspects of project management, including budget planning, execution, and reporting, ensuring compliance with both UNDP and donor procedures.

Duties and Responsibilities:
The PA's duties encompass a wide range of responsibilities, including:
  • Supporting the management of the project in Quantum, which involves setting up the project and annual work plans, tracking budget allocations, and monitoring expenditures.
  • Assisting in project implementation and financial management, including budget planning, preparation, and execution, as well as processing payment requests and maintaining accurate financial records.
  • Supporting procurement and contracting processes, ensuring compliance with UNDP and donor procedures.
  • Organizing events and meetings, including logistics, documentation, and follow-up actions.
  • Managing internal communications and updates related to project information on various platforms.
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess solid experience in using computers and office software packages, including MS Word and Excel, as well as database and web-based management systems such as ERP. Experience in organizing workshops and training activities at national or international levels is required. Additionally, candidates should have a demonstrated track record in preparing technical and financial reports, as well as managing accounts for international projects. Prior experience with UNDP or donor-funded projects is considered an asset.

Educational Background:
A secondary education is required for this position, while a Bachelor’s degree in fields such as Business Administration, Financial Management, Public Administration, Communication, Economics, Political Sciences, or Social Sciences will be given due consideration. Additional academic qualifications in related fields such as International Development, Governance, or Law Enforcement are advantageous.

Experience:
The position requires a minimum of 7 years of relevant administrative or project management experience for candidates with secondary education, or 4 years for those with a Bachelor’s degree. This experience should be progressively responsible and can be gained in either national or international organizations.

Languages:
Fluency in both English and Turkish is mandatory for this role, ensuring effective communication within the team and with stakeholders.

Additional Notes:
This position is open exclusively to citizens and residents of Türkiye. The role is based in Istanbul, with a current office policy requiring in-person presence a minimum of three days per week.
