Job Overview:
The National Officer (Finance) position is crucial for the implementation of ILO financial and administrative policies, procedures, rules, and regulations. The incumbent will manage project budgets to ensure timely and accountable planning, implementation, monitoring, and reporting of project activities. This role requires close collaboration with relevant staff in the ILO Dhaka office to maintain the technical integrity of project outputs as outlined in project documents. The position will be supervised directly by the Deputy Programme Manager of Better Work Bangladesh, with overall supervision by the Country Program Manager. The successful candidate will play a key role in ensuring that financial operations align with the Better Work strategy and ILO financial regulations, contributing to the effective management of resources and the sustainability of the program.

Duties and Responsibilities:
  • Act as a key member of the Better Work Bangladesh team, assisting in the implementation of operational and strategic decisions regarding financial operations.
  • Provide guidance on financial implications of decision-making, including input into hiring, HR, budget, and programmatic targets.
  • Ensure that private sector revenue is invoiced, collected, and programmed according to ILO financial regulations.
  • Administer day-to-day financial operations, ensuring compliance with financial rules and regulations, and maintaining data integrity in all financial transactions.
  • Implement and maintain internal systems and procedures for sound financial practices.
  • Oversee general office management and administration, including inventory management and payment systems.
  • Administer budgets, providing periodic forecasts and management reports on budgetary status.
  • Monitor operational cost recovery and propose recommendations for meeting cost recovery targets.
  • Conduct real-time monitoring of fund management and provide strategic recommendations for resource allocation. 1
  • Assist in monitoring project activities in accordance with project documents and donor agreements. 1
  • Follow up on audit recommendations and draft responses to audit inquiries. 1
  • Share knowledge and provide guidance to staff on financial issues, conducting training as necessary. 1
  • Supervise and coach support staff in financial and administrative roles. 1
  • Collaborate with other ILO finance staff to suggest improvements in financial management practices. 1
  • Perform other duties as required by the supervisor.

Required Qualifications:
The ideal candidate should possess a university degree in finance, accounting, or a related field. A strong understanding of financial and accounting principles, as well as international accounting standards such as IPSAS, is essential. The candidate should demonstrate good knowledge of methods and techniques for assessing the quality and efficiency of financial processes. Proficiency in PC software, including Microsoft Office, is required. The candidate should also exhibit competencies such as integrity, sensitivity to diversity, client orientation, and the ability to work in a multicultural environment.

Educational Background:
A university degree in finance, accounting, or other relevant fields is required for this position. This educational background provides the necessary foundation for understanding financial principles and practices essential for the role.

Experience:
Candidates should have at least two years of professional work experience in finance or accounting. Prior experience with UN or international non-governmental organization (INGO) administrative and financial procedures would be advantageous, as it would provide familiarity with the specific requirements and standards expected in this role.

Languages:
Excellent command of English and Bengali is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration within the organization and with external stakeholders.
