Job Overview:
The position of International Consultant for Women’s Economic Empowerment involves engaging with UN Women to explore and adapt innovative approaches to care service delivery in Georgia. The consultant will focus on models such as Care Blocks and the Octopus Model, which aim to create integrated, community-based care systems. The role requires conducting a desk review, key informant interviews, and analyzing Georgia’s care ecosystem to provide actionable recommendations for strengthening care infrastructure and promoting women's economic empowerment. The consultant will also be responsible for producing a strategic paper that outlines findings and recommendations, ensuring that the proposed models are relevant and sustainable within the local context.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including: conducting a desk review of international care models, particularly the Octopus Model and Care Blocks; holding structured interviews with UN Women and key stakeholders to extract lessons learned and best practices; mapping and analyzing Georgia’s current care infrastructure and identifying service gaps; adapting the care models to the Georgian context; proposing a feasible implementation roadmap; conducting stakeholder engagement sessions; and delivering a final report and presentation of the strategic paper to UN Women and partners. The consultant will also ensure that the models support the recognition, reduction, and redistribution of unpaid care work.

Required Qualifications:
Candidates must possess a Master’s degree in Social Sciences, Gender/Women’s studies, or a related field. Alternatively, a first-level university degree combined with nine years of qualifying experience may be accepted. Additionally, candidates should have at least 7 years of professional experience in policy analysis or advisory work related to social protection, care economy, or gender equality. A sound understanding of care systems and gender-responsive public services is essential, along with a proven track record in analytical writing and familiarity with international care models.

Educational Background:
A Master’s degree in Social Sciences, Gender/Women’s studies, or a related field is required for this position. In cases where candidates hold a first-level university degree, they must also have nine additional years of qualifying experience to be considered for the role.

Experience:
The position requires at least 7 years of professional experience for candidates with a Master’s degree, or 9 years for those with a Bachelor’s degree. Experience should be in policy analysis or advisory work in areas such as social protection, care economy, or gender equality. Familiarity with international care models and gender-responsive care services is also important, along with prior experience working with UN or EU agencies being a distinct advantage.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
This consultancy is home-based, although travel to Georgia may be required. The position is part of a broader initiative co-funded through UN Women’s global TransformCare initiative and aims to support the development and implementation of care-related policies that promote women’s economic empowerment. The consultant will report to the WEESC Programme Analyst and will be supported by the WEESC Project Assistant for contractual and payment matters.
