Job Overview: The Evaluator will play a crucial role in assessing the performance of the project titled 'Strengthening UNECA’s capacity in public finance.' This position requires a systematic and objective evaluation of the project's outcomes against its defined objectives as outlined in the project document. The Evaluator will be responsible for delivering a meticulously edited and formatted evaluation report that adheres to the ECA's quality standards and specifications. The evaluation aims to enhance learning within ECA, stakeholders, and other development partners by providing insights into the project's performance and its impact on public finance in Africa. The Evaluator will also engage with various stakeholders to gather relevant data and perspectives, ensuring a comprehensive assessment of the project's effectiveness and sustainability.
Duties and Responsibilities: The Evaluator will be tasked with leading the overall evaluation process, which includes providing technical and methodological leadership throughout the evaluation. Key responsibilities include analyzing key findings to formulate an overall assessment of the project's performance, drawing conclusions, and making actionable recommendations. The Evaluator will coordinate the preparation of the evaluation report, ensuring it meets ECA's quality standards and is delivered within the specified timeline. Additionally, the Evaluator will present the draft report to project stakeholders and finalize the evaluation report, including all necessary annexes. The role also involves supervising Evaluation Team Members to ensure high-quality deliverables are produced in a timely manner.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Economics, Monitoring and Evaluation, Public Policy, Development Studies, Demography, Statistics, or other related social sciences. A minimum of 15 years of experience in evaluating international development interventions is required, along with experience in designing and leading theory-based evaluations. Proficiency in strategic planning approaches, monitoring and evaluation methods (both quantitative and qualitative), and information analysis is essential. Candidates should also have experience in evaluating capacity-building interventions and a solid understanding of public finance, global financial architecture, and macroeconomic analysis, particularly within the African context. Experience with UN programs and projects will be considered an asset.
Educational Background: The position requires an advanced university degree, specifically a master's degree or equivalent, in fields such as Economics, Monitoring and Evaluation, Public Policy, Development Studies, Demography, Statistics, or other related social science disciplines. This educational background is crucial for understanding the complexities of public finance and development evaluation.
Experience: The Evaluator must have at least 15 years of relevant experience in evaluating international development interventions. This extensive experience should include designing and leading evaluations that are theory-based, as well as familiarity with various monitoring and evaluation methods. Candidates should demonstrate a strong track record in analyzing development interventions and providing actionable recommendations based on their evaluations.
Languages: Fluency in English is mandatory for this position, as it is one of the working languages of the United Nations. A working knowledge of French will be considered a distinct advantage, given the bilingual nature of many UN operations. Additionally, knowledge of one or more local languages spoken in the target countries will be an asset, enhancing communication with local stakeholders and ensuring a more comprehensive evaluation process.
