Job Overview: The Data Collection Consultant position is integral to the final independent evaluation of the project titled 'Strengthening UNECA’s capacity in public finance.' This role involves supporting the Evaluator in the data collection process across three countries: Central African Republic, Democratic Republic of Congo, and Sao Tome and Principe. The consultant will be responsible for gathering qualitative and quantitative data through interviews and other methodologies, ensuring that the evaluation adheres to the highest standards of independence and objectivity. The consultant will work closely with the Evaluator and the Project coordination-team" style="border-bottom: 1px dotted #007bff !important;">Coordination Team to ensure that the data collected is comprehensive and accurately reflects the project's performance and impact. This position requires a strong understanding of evaluation methodologies and the ability to synthesize data into actionable insights that will inform future projects and strategies.
Duties and Responsibilities: The Data Collection Consultant will undertake a variety of tasks, including but not limited to: translating data collection instruments developed by the Evaluator; organizing stakeholder and beneficiary interviews, both remote and in-person, in coordination with the Project Coordination Team; collecting data using various tools and methodologies as provided by the Evaluator; providing detailed interview notes in English, along with observations and insights in a specified template; and preparing a data synthesis report using the reporting template provided by the Evaluator. The consultant must ensure that all data collection activities are conducted ethically and in accordance with the ECA Evaluation Policy, maintaining the independence of the evaluation process.
Required Qualifications: Candidates must possess an advanced university degree in Development Studies, Demography, Economics, Statistics, or a related Social Science field. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of an advanced degree. Demonstrated expertise in evaluation and research methodologies, including quantitative, qualitative, and participatory approaches, is required. Knowledge of theory-based evaluations of development interventions is a distinct asset, as is sound knowledge of institutional capacity building and Results-Based Management. Familiarity with finance, particularly public finance and the broader aspects of global financial architecture, is desirable. Experience supporting evaluations of UN programs and projects is also an asset.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as Development Studies, Demography, Economics, Statistics, or a related Social Science discipline. Candidates with a first-level university degree may be considered if they have a relevant combination of additional qualifying experience that meets the organization's standards.
Experience: Candidates should have substantial experience in evaluation and research, particularly in development contexts. This includes a proven track record of conducting evaluations, familiarity with various data collection methodologies, and the ability to analyze and synthesize data effectively. Experience working with international organizations, particularly the United Nations, is highly desirable, as is experience in public finance and related fields.
Languages: Fluency in English and French is mandatory, as these are the official languages of the United Nations. Additionally, fluency in the working language of the target countries, which may include French and Portuguese, is required. A working knowledge of English is also necessary to facilitate communication and reporting.
Additional Notes: The position is expected to last for a duration of two months, during which the consultant will engage in data collection activities as outlined in the Terms of Reference (ToR). The role is remote, allowing for flexibility in conducting interviews and gathering data.
