Job Overview: The Programme Management Consultant for Sexual and Reproductive Health (SRH) will play a crucial role in supporting UNFPA's humanitarian response in Ukraine. This remote consultancy is expected to last for a maximum of 11 months, tentatively from June 2025 to April 202
The consultant will work closely with the SRH Programme team to ensure effective programme implementation, monitoring, evaluation, and reporting. The role involves providing technical support to the SRH Programme team in meeting objectives outlined in donor proposals, managing financial aspects of donor-funded programmes, and ensuring the inclusion of vulnerable groups in programme design. The consultant will also assist in drafting project proposals and reports, ensuring compliance with donor requirements, and advising on risk management strategies. This position requires a proactive approach to problem-solving and a commitment to delivering high-impact results in a challenging humanitarian context.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including:
Providing technical support to the SRH Programme team in achieving objectives and results outlined in donor proposals.
Advising on UNFPA programme management, procurement, communication, and travel policies.
Supporting the creation of logical frameworks and monitoring tools for donor-funded projects.
Assisting in financial management of donor-funded programmes and ensuring compliance with donor-specific financial requirements.
Advising the communication team on fulfilling UNFPA obligations within donor-funded programmes.
Ensuring the inclusion of vulnerable groups' opinions and needs in programme design.
Supporting the Resource Mobilisation team in drafting project proposals and reports.
Advising on risk management measures to ensure uninterrupted programme delivery.
Providing additional programme management-related support as requested by supervisors. Expected deliverables include monthly updates on programme implementation, financial needs, donor allocations, and progress against targets, as well as finalized project proposals and reports.
Required Qualifications: Candidates must possess an advanced degree in Social Sciences, Management, Logistics, International Relations, Human Rights, Law, Economics, Gender Studies, or other relevant fields. A minimum of 7 years of progressively responsible experience in managing development or humanitarian programmes is required, with specific experience in Ukraine being essential. Knowledge of UN standard operating procedures and experience in designing, monitoring, and evaluating humanitarian and development programmes are also necessary. Familiarity with policies and requirements of DG ECHO and DG NEAR is advantageous. Candidates should demonstrate a strong understanding of human rights, gender equality, and sexual and reproductive health rights in both humanitarian and development contexts.
Educational Background: An advanced degree in relevant fields such as Social Sciences, Management, Logistics, International Relations, Human Rights, Law, Economics, or Gender Studies is required for this position. This educational background is essential to understand the complexities of the humanitarian and development landscape and to effectively contribute to UNFPA's mission.
Experience: The position requires a minimum of 7 years of progressively responsible experience in managing development or humanitarian programmes. Candidates should have a proven track record of managing humanitarian delivery actions, particularly in Ukraine, and possess a good understanding of the local context. Experience in designing, monitoring, and evaluating programmes aimed at human rights, gender equality, and sexual and reproductive health rights is also necessary.
Languages: Fluency in English and Ukrainian is mandatory for this role. Knowledge of additional UN languages is considered an advantage, as it may facilitate communication and collaboration in a diverse working environment.
